Despite a good progress in implementation of key project components; satisfactory financial management and disbursement rate; good progress on integration of environmental and social safeguards in sub-projects; both the overall project implementation progress and progress towards achievement of PDO remains Moderately Satisfactory. This is mainly due to data limitation for key PDO outcome indicators related to adoption of improved technologies (seeds, fertilizers and mechanization). Available household level data on technology adoption which is based on 2009/10 National Panel Survey (NPS) and data for other indicators based on national statistical sources show mixed trends towards achievement of end of project targets. The indicator targets for lending of private funds to the Page 1 of 6 The World Bank Report No: ISR7271 agriculture sector and the ratio of processed exported agricultural products to total agricultural exports have been achieved. Indicators for area under irrigation and proportion of project beneficiaries (by gender) are on track and likely to meet their targets in 2013. Indicators on mechanization (animal traction) and use of improved seeds and fertilizer are lagging behind while utilization of improved livestock breeds and use of tractors are likely to meet the targets. Positive improvements are noted in planning and implementation of project activities; technology generation and dissemination; access to market through WRS and irrigation development. There are also improvements in institutional capacity— Public Disclosure Copy increase in numbers of extension workers and transportation facilities; improved project coordination; improved quality of quarterly reports and DADPs; improvements in proportion of LGAs qualifying to receive performance based bonus and improvements in financial management. Implementation challenges remain in areas of flow of fund to LGAs, procurement delays which leads to carry over funds. Commendable efforts have been put to improve planning and priority setting for DADPs. The Commodity Value Chain (CVC) approach has been introduced to improve investment prioritization at local level. The approach would allow concentration of resource in a few priority commodities and interventions for greater impact. The approach will also enhance coherent and comprehensive planning, better coordination of sector support and services delivery at local level. The CVC will be up-scaled during the next phase of the project. The assessment will provide lessons for the design of follow-on phase of ASDP, by September 2012 Restructuring History There has been no restructuring to date.
