The project unit is fully staffed. A Steering committee has been established. After a slow start, the implementation rhythm accelerated with the purchase of around 3 million textbooks (still to be delivered to schools), the first annual transfer of school grants (based on equity and performance, total amount of US$ 1.8 million) and a good start of the school building component, in particular through the training of school committees of the first 16 rural construction sites for managing the school building using simplified procurement and financial management procedures. Nevertheless, communication across Ministries in charge of education and across projects within the Ministry of Primary and Secondary education should be strengthened. The Bank acknowledged with appreciation the setting up of the bodies governing the Education Sector Plan (ESP) Implementation and Monitoring, including the Education Permanent Technical Secretariat (STP). It is recommended tokeep the momentum and now to staff properly the STP for efficient monitoring of the ESP. Attention should also be given to the implementation of the communication strategy regarding the Project and ESP, recently prepared by the Ministry of Education.
