It includes the findings of the ISM carried out in March 2021 and regular updates provided from the client until the present date. Overall progress towards PDO: The IP continues to be rated Moderately Satisfactory, while the DO continues as MU, as reported above and in the key program rating section of this ISR. As of May 2021, most of the DLI targets are on track to be achieved if the Program’s closing date is extended by 2 years. All institutional-related DLIs (1.1, 3.1 and 3.2) are either achieved or on track to be fully achieved. All infrastructure-related DLIs (1.2 and 1.3) are over 80% achieved (considering 2020 reported results, which are still being verified). The sustainability DLI targets, namely sustainable water connections and communes with maintained CWS status – which started to be measured only in 2019 – have shown good improvement in the reported 2020 results, projected to reach +45% of the targets in 2020. Moreover, with the expected extension of program (thus allowing 2 more implementation periods to take place: 2021 and 2022), all targets are expected to be achieved. Due to their closer relation, by achieving all DLIs, the PDO is also expected to be achieved. Water supply and commune-wide sanitation (CWS) sustainability (DLIs 2.1 and 2.2): Reaching operational sustainability in community- managed water schemes in the Program’s provinces is challenging due to their small-scale, dispersed nature, and inadequate institutional capacity. In terms of CWS, the main challenge relates to proper maintenance of the Water, Sanitation and Hygiene (WASH) facilities in schools and health centers. MARD, MoH, and MoET are recommended to increase their support to the provinces in terms of arranging sufficient resources (staffing and counterpart financing) to ensure that provinces achieve the Program’s sustainability standards. Despite the still existing challenge of achieving sustainability standards in small water schemes (which are largely present in program areas) and in WASH in schools and health centers, the early results from 2020 (under verification) show promising improvements (in which 46k sustainable water connections and 126 sustainable CWS are projected to be achieved, and higher number are projected for 2021). With the likely program's closing date extension, the additional implementation time would allow the government agencies to keep up the sustainability work, and the PDO could be likely achieved. As such, these risks categories are downgraded and the overall risk is also downgraded. The risk category of Fiduciary is changed to Substantial due to the risks of limited allocation of counterpart funds by the provinces. The team is monitoring this issue very closely and progress is expected in the next few months.
