The project’s progress on implementation and progress towards achievement of the PDO is moderately satisfactory. The MOT has put into place a project team which has successfully assumed its responsibilities and the Project Operations Manual has been agreed and finalized. Project funds have supported the refurbishment and establishment of MOT offices in eastern Ukraine. MOT staff was trained on financial management, procurement, and project management as well as exposed to a range of peacebuilding-recovery trainings and seminars. A pilot data platform has been designed and launched by the MOT as part of its coordination and monitoring mandate. The survey of socio-economic impacts of displacement and veteran return including over 4,000 quantitative interviews and qualitative focus group discussions with internally displaced persons (IDPs), veterans, and host communities across Ukraine was finalized and launched in May 2017, including to confirm programming priorities and activities for Component III project pilots. The sub-project pilot application process was completed in August 2017 and over 75 applications were received from the four oblasts: Kharkiv, Zaporizhia, Dnipropetrovsk and Mykolayiv based on the criteria laid out in the POM in the areas of promoting skills and livelihoods for conflict- affected populations; health services and psychosocial support; community infrastructure improvement; and more responsive local service delivery for IDPs, veterans, and host communities. However, decentralization reforms in Ukraine are fairly recent and the absence of a well-entrenched, multisector CDD platform will likely require substantive capacity building and TA efforts for local councils and implementers. As a new Ministry, the MOT also continues to face significant capacity challenges . MOT’s support and leadership of peacebuilding and recovery issues continues to be a politically charged discussion within Government and there have been delays in GoU review of the draft State Target Program for Recovery and Peacebuilding in the Eastern Regions of Ukraine (STP) before final submission to the Cabinet of Ministers. Grant activities have helped the MOT in finalizing the draft State Target Program for Recovery in the Eastern Regions which is currently under GoU review but which has experienced significant bureaucratic and political delays. The STP aims to guide both national and international programming for peacebuilding and recovery. The MOT has also developed an IDP response strategy, including based on learning activities under the SPF grant, survey results, and inputs from international humanitarian and development partners. Findings of the underlying data and the Report on the Survey on Socio-Economic Impacts of Displacement and Veteran Return have substantiated priority programming areas that have been identified for Component III and have been utilized in MOT’s dialogue with humanitarian and development partners to guide priorities and programming. This has included learning events in Georgia, Croatia and Azerbaijan on solutions to address the socio-economic needs of displaced persons, as well as in Washington DC to learn from the World Bank's global approaches on FCV issues and in Stockholm to acquire knowledge of global practices in post conflict regulation and in Kyiv on peacebuilding approaches. Results of knowledge building activities have informed the MOT’s development of the State Target Programme for Recovery in the Eastern Region—the GoU’s strategy for peacebuilding and recovery that is currently under final GoU review. MOT staff have participated in 5 workshops and in-person trainings that have focused on: financial management and procurement in Kyiv in October 2016 and January 2017 and in Minsk (Belarus) in April 2017; World Bank safeguards procedures in March 2017 and approaches and mechanisms for citizen engagement in June 2017. The mission team consolidated the inputs they have received and shared them with KIIS and the Cadmus Group (the research implementers) to finalize the qualitative components of the research. During the March 27-April 7, 2017 implementation mission, the Bank team organized two workshops regarding the preliminary research findings on the socio-economic impact of veteran return in Ukraine, including a workshop with CSOs/associations that work with veterans and a workshop with veterans themselves. Participants in both sessions provided their feedback on the survey findings, and provided suggestions for specific interventions and recommendations based on the research that will inform the final survey Report recommendations. Finally, the Bank team and MOT organized a launch of the survey findings in Kyiv on March 30, 2017 and in Washington DC on May 8, 2017.
