Implementation Status and Key Decisions
The project closing date was extended by 6 months from the original June 30, 2020 to December 31, 2020 to cope with the global spread of
COVID-19 pandemic. Despite the disruptions due to the COVID-19, the mission observed a positive progress towards achieving its Project
Development Objectives (PDO).
PDO Indicator 1, percentage of graduates employed 6 months after completing training showed a stable trend over time, according to the recent
tracer study of graduates. Cumulative employment rate as of December 2019 was 57.4% for all the cohorts. PDO Indicator 2, established and
functioning testing quality standard, has been achieved by approval and notification of the new testing quality standards by three testing agencies.
PDO Indicator 3, number of students passed out from market-relevant courses, reached 44,030 (of which 13,264 female), exceeding the target
number of 40,000 (of which 7,200 female). Implementation progress is also steady, with two remaining DLI targets to be achieved.

Overall Comments PDO
Final year data for all the PDO indicators have been reported, and these are expected to be final. Due to the timing of the survey, "Percentage
of graduates employed 6 months after completing training in market-relevant courses" reports the graduate cohorts of 2019 and before. The
study reported the overall placement rate was 57.4 percent for all the cohort as of December 2019. Other two PDO indicators also met and
surpassed the targets.

As of October 2019, two IO indicators have not been achieved the final targets, which are: Number of CBTA curricula introduced and Number
of students passed-out from CBTA courses. Number of CBTA curricula introduced is the DLI3 indicator, and the GoPb is prioritizing to achieve
the final target 30 by commencing training in 5 more new CBTA programs. The number of students passed out from these courses may not be
achieved by the time of project closing, provided that the current cohort is still in training, but the number of beneficiaries during the final year
and the anticipated graduates could be updated during the ICR.
