        Re:	Amendment No. 9 to the Trust Fund Administration Agreement between the Swiss
            Confederation, represented by the State Secretariat for Economic Affairs, and the
            International Bank for Reconstruction and Development and the International
            Development Association concerning the Multi Donor Trust Fund for
            Strengthening Accountability and the Fiduciary Environment in South East
            Europe and Central Asia (TF071422) — Extension of End Disbursement Date

Dear Mr. Saladin:

1.     We refer to the Administration Agreement ("Agreement") between the Swiss Confederation,
represented by the State Secretariat for Economic Affairs (SECO) (the "Donor"), and the International
Bank for Reconstruction and Development ("IBRD") and the International Development Association
("IDA") (collectively, the `Bank"), concerning the Multi-Donor Trust Fund for Strengthening
Accountability and the Fiduciary Environment in South East Europe and Central Asia (TF071422)
(the "Trust Fund") dated February 11, 2010, as amended to date.

2.    Reference is also made to the Supplemental Agreement between the Donor and the Bank
regarding the Multi-Donor Trust Fund for Strengthening Accountability and the Fiduciary
Environment in South East Europe and Central Asia (Parallel Trust Fund No. 072737) (the "Parallel
Account") effective as of November 21, 2016.

      The Donor and Bank agree to amend paragraph 8.1 of Annex 2 and replace with the following:

        "8.1	It is expected that the Contributions will be fully disbursed by the Bank by
        June 30, 2023. The Bank shall only disburse Contributions for the purposes of this
        Agreement after such date with the written approval of the Donors."

4.    In accordance with the terms of paragraphs 6 and 7 of the Supplemental Agreement, the
amendment in paragraph 3 above shall also apply to the funds in the Parallel Account.

5.      All other terms and conditions of the Agreement that have not been amended hereby shall
remain unchanged and in full force and effect.

6.      The Bank will disclose this Agreement and related information on this Trust Fund in
accordance with the World Bank Policy on Access to Information. By entering into this
Amendment, the Donor consents to disclosure of this Amendment and related information on this
Trust Fund.
7.       Please confirm the Donor's agreement to the foregoing by having an authorized official of
the Donor sign and date this Agreement in the designated space below, and returning it to the Bank.
Upon receipt by the Bank of this countersigned copy, this Amendment shall become effective upon
the date of its countersignature.
