The Reaching Out of School Children (ROSCII) project closes on June 30, 2021. ROSC II is supported with (i) an IDA credit of US$ 129.99 million, (ii) the first AF with a grant of US$ 25.00 million from the IDA-18 Refugee Sub-Window for providing informal educational services to the Displaced Rohingya population (DRP) children and adolescents in the Rohingya camps in Cox’s Bazar, and (iii) a second AF with an IDA credit of US$6.5 million, approved on December 11, 2020, to bridge the financing gap due to exchange rate fluctuations. The project is being implemented since January 30, 2013 and its first additional financing (AF) was effective from October 1, 2018. The first AF includes providing safe and equitable learning opportunities to children and adolescents of Displaced Rohingya People (DRP) in Cox’s Bazar District (component 5). 6/30/2021 Page 1 of 9 The World Bank Implementation Status & Results Report BD: Reaching Out of School Children II (P131394) 2. The achievement of the Project Development Objective (PDO) at completion is rated as satisfactory as most of the PDO indicators are either achieved or have surpassed the EOP targets: (i) number of ever supported out-of-school children has reached 687,556 (around 96% of the End-of- Project (EOP) target of 720,000); in addition to that, about 48,000 (EOP target 50,000) additional out-of-school children have been supported through the scaled-up urban slum pilot and 25,000 (EoP target 25,000) dropped out adolescents and youth have been supported through vocational training and enterprise development support; (ii) a total of 1,678,177 student-years are supported against the EOP target of 1,343,068 student- years; (iii) the percentage of female students enrolled in the Learning Centers (LCs) is 49% (EoP target 50%); (iv) the share of disadvantaged students in total enrollment is 87% (EoP target 85%); (v) average grade retention rate is 83% (EoP target 75%); (vi) two rounds of systematic student learning assessment have been completed as targeted; (vii) large-scale primary/secondary learning assessments has been completed (Yes/No); and (viii) completion rate of the students as pass rate of grade V exam in 2019 is 84% (EoP target 78%). Annex 2 provides a detailed results matrix. 3. Though the numeric targets of two indicators have not been achieved due to the closure of the LCs for more than 1.3 years due to the COVID imposed country-wide lockdown, alternative approaches undertaken by the project reaches most of the targeted beneficiaries. Since April 2019, ROSC II has enrolled 111,400 DRP children (48% female, PDO indicator) in 1,331 LCs against the EoP target of 150,000 children in 1,500 LCs (1,445 LCs established in total). Total student-year Supported (PDO indicator) has achieved only 110,000 against the EoP target of 350,000 student-years. As a recovery measure of the losses due to the COVID-19 pandemic situation, around 93,229 children (50% girls) received packages supporting distance learning with caregiver support, around 228,000 children and family members received hygiene and sanitation trainings and supplies to help protect them from COVID-19. In addition to the caregiver-led education support, partner organizations have also reached additional children through mobile phone and radio-based applications. A total of 3,000 teachers, child protection focal points, and volunteer community-based social workers are trained using the MHPSS (Mental Health Psychosocial Support) guidelines to provide children psychosocial support. 4. Since March 2020, the implementation of the project has been significantly disrupted by COVID-19. All Learning Centers (LCs) in the urban slums and in the Rohingya camps were closed due to the country-wide closure of education institutions announced because of the COVID-19 imposed lockdown. The school closings led to significant learning losses across the country including those benefitting from the ROSC II operations. The Pre-Vocational Training (PVT) programs for the host community were also stopped. In addition to the learning losses due to the lockdown, several other components of the project faced unprecedented disruptions. These include (i) the capacity building activities for local government offices and officials and (ii) the renovation of Government Primary Schools (GPS); (iii) psychosocial support to Rohingya children, (iv) impact evaluation and (v) international conference on second chance education. 5. Several alternative approaches were pursued by ROSCII to recover the losses due to the lockdown aiming at completing the remaining activities and achieving original targets by the revised closing date of June 30, 2021. For example, in order to recover the learning losses of the urban slum children, ROSCII organized home based learning with practice sheets and home visits by the LC teachers. ROSCII also organized parent supervised tests for 31,000 slum LC students to facilitate the preparation for the primary completion exam which was supposed to take place in December 2020. The Government of Bangladesh (GoB) also gave permission to ROSCII on an exceptional basis to reopen its vocational training (PVT) centers in Cox’s Bazar maintaining COVID-19 safety measures in order to achieve the project’s target of providing training and enterprise development support to 8,500 dropped out youth by June 30, 2021. As a result, ROSCII has successfully achieved the targets of the PVT component. In addition, ROSCII has successfully completed renovation of 87 GPSs and installation of permanent hand-wash facilities in 57 GPSs, capacity enhancement trainings for the local GoB officials by Institute of Education and Research (IER) of Dhaka University, and Impact Evaluation of the project by Bangladesh institute of development Studies (BIDS). The extra ordinary efforts during the pandemic and the achievements helped the project implementation rating to be updated at a satisfactory level. 6. Disbursements Status: Out of the total financing of US$ 161.5 million, as of December 2020, a total of US$ 150.33 million have been disbursed. The project has lost around US$ 6.78 million due to exchange rate loss and mis-procurement related cancellations. Considering the ER loss and cancellations, Share of disbursement is around 98% of the total financing from IDA. 7. KEY POINTS DISCUSSED AND AGREED ACTIONS - DPE/MoPME will inform IDA the name of the designated signatory as soon as there is any change; - MoPME/DPE will inform the World Bank FAPAD response on the material audit observations by September 30, 2021. - MoPME will take necessary actions for disseminating the findings of the impact evaluation. - DPE will complete the PCR by September 30, 2021 and share with IMED for evaluating the findings.
