                                    Amendment to Financing Agreement

        Excellency:

                We refer to the Financing Agreement between Albania (“Recipient�) and the
        International Development Association (“Association�), dated March 21, 2007, for the captioned
        Project, as amended from time to time (“Agreement�).

               We refer also to the Amendment Letter dated February 1, 2011, which was countersigned
        by the Recipient on March 24, 2011. The Amendment Letter, inter alia, revised the table in
        paragraph 2 of Section V.A of Schedule 2 to the Agreement. It has come to our attention that
        the disbursement percentage for Category (5) in said table was not specified. As such, the
        Association hereby amends said table by inserting “100%� as the disbursement percentage for
        Category (5). Accordingly, the amended table reads as follows:

        Except as specifically amended herein, all other provisions the Agreement remain in full
force and effect.

        Please confirm the agreement of the Recipient to the above amendment by having an
authorized representative of the Recipient countersign and date both copies of this amendment
letter and returning one of the countersigned copies to the Association. Upon receipt by the
Association of the countersigned copy, this amendment letter shall become effective as of the
date of the countersignature.
