SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The World Bank Safety Net and Skills Development (P143915) The SNSDP has been implementing satisfactorily, 96 percent disbursed, and completed public works activities in the seven target counties (Torit, Kapoeta East, Bor, Pibor, Tonj South, Gogrial West, and Juba City). The project has benefitted a little over 313,000 individuals in about 52,000 poor and vulnerable beneficiary households, representing diverse ethnic and religious backgrounds. The original target of reaching 34,000 households has been exceeded by 53 percent. It has transferred US$ 13 million for about 3.8 million total person days worked. Of the total beneficiaries, 72 percent are females (against the end target of 50 percent) and 30 percent of Juba beneficiaries are internally displaced persons (IDPs). Public works activities have resulted in the rehabilitation and maintenance of priority community assets such as roads, drainage channels, clearing of public spaces etc., and included innovation in group farming, which has contributed to household food security. Basic safety net delivery tools, such as a community-based Grievance Redress Mechanism; Management Information System; GIS based biometric payment mechanism; and objective and transparent targeting mechanism, have been developed. Local level oversight and coordination structures have also been established, which, together with the safety net delivery tools, could serve as the foundation for a national social protection system once the country context is favorable. The project is scheduled to close on December 31, 2018 and it is unlikely that it would be fully disbursed by then. In this regard, Government has requested a two month extension of the closing date to allow for successful closure of key activities, including safeguards, fiduciary, and monitoring & evaluation, which will also enable a full disbursement of the funds. The current closing date would not exceed two years so no waivers are needed and clearance is sought from the Country Director. III.
