About 90% of the IDA grant and 100% of the PHRD grant has been committed. As a result of the project, mobile voice and data services are currently available in all soum centers in Mongolia (90 directly supported by the project), over 150 rural Page 1 of 6 The World Bank Report No: ISR8524 herder communities gained access to public telephony service at the bagh level, 34 soum centers have broadband Internet access for public and private users including schools connected at discounted rates; and a modern spectrum monitoring and management system (SMMS) was successfully installed and is operating. Several consultancy assignments have been successfully completed providing (a) transaction support for the universal access program, (b) technical assistance (TA) for the acquisition of the SMMS, (c) TA in the area of spectrum policy; (d) TA for numbering; (e) TA to support human resource development at the Communications Regulatory Commission; (f) TA to advise on the enabling Public Disclosure Copy environment for public-private partnerships (PPP) in e-Government; and (g) TA on information security framework. A consultancy to support the development and implementation of a new licensing policy of CRC is ongoing. The most significant outstanding activity is the procurement and implementation of the two e-Government applications (Public Key Infrastructure and Certification Authority; and Citizen Internet and Government Administrative Intranet Portals and Virtual Private Network).
