During the reporting period, COVID-19 SSN payments were delivered to 32,592 enrolled COVID-19 SSN beneficiaries. Following the successful implementation of the Emergency Cash Transfers (ECT) in Freetown, Bo, Kenema, Makeni, and Port Loko in launched in June 2020, the Second Phase of the ECT financed by the European Union initiated its implementation in Freetown on May 18, 2021. The targeting and payment of 36,000 informal sectors workers (Second Phase of the Emergency Cash Transfers) is facing some delays due to the shortage of cash in the country but is scheduled to be completed before the end of June 2021. The number 39.10 recorded under “Actual (Current)” is the latest data available because the portal requires a number to be recorded. Note that with regard to the GRM’s PDO indicator, for Q1 2021 data, grievances were marked as resolved based on the resolution pathways in the project GRM although required data updates are yet to be affected in the project MIS. Many of these grievances fall under "missing data" whereby NaCSA has plans to revisit these beneficiaries to complete their missing data in July 2021. The remaining beneficiaries will receive their ID cards at the next payment cycle. The data source for the “Proportion of valid complaints registered in the GRM by ACC Call Center” is the 515 call center’s logbook. To date, the logbook only registers valid complaints. The mission advised to also register invalid complaints as that is the correct procedure, and that is needed to correctly calculate the indicator in the project results framework. While this indicator is recording 100% in this reporting period, subsequent reporting period may record lower than 100% with the inclusion of invalid complaints into the calculation. The proportion of beneficiaries who received cash transfer in the current payment period could not be calculated for this ISR because the payment service provider was yet to complete the reconciliation for the COVID-19 SSN payment across all 16 districts. The number 92.00 recorded under “Actual (Current)” is the latest data available because the portal requires a number to be recorded On the 'data update' indicator, the mission learned that NaCSA has yet to conduct any data update/DU exercise (as per DU's scope in the Project Implementation Manual) for the newly enrolled COVID-19 SSN beneficiaries. During the last payment cycle (i.e. the first payment to the first cohort of the COVID-19 SSN beneficiaries), NaCSA staff presented the behavior change poster during payment events. In the next reporting period, the tracking of this indicator would be the number of beneficiaries receiving a copy of the behavior change poster as "take-home poster". The proportion of women registered as primary household representatives for cash collection is reporting a cumulative number, calculated based on 92.3 percent proportion reported for the 30,453 beneficiary households at the point of exit in September 2019 and 74.5 percent proportion for the newly enrolled COVID-19 SSN beneficiaries (32,722 households) in July 2020.
