Some of progress to date include: Component 1:  The three Landscape Management Units (LMUs) of the National Sustainable Development Fund (FNDS) are fully operational in each of the landscapes (Sussundenga, Elephant Coast and Marromeu) and activities are ongoing.  The Business and Public-Private-Partnership Unit at the National Administration for Conservation Areas (ANAC) is receiving dedicated technical assistance from the recognized organization Space for Giants to help promote Mozambique’s wildlife economy and to increase 6/28/2021 Page 1 of 13 The World Bank Implementation Status & Results Report Mozambique Conservation Areas for Biodiversity and Development - Phase 2 (P166802) the use of co-management arrangements for the effective management of CAs in Mozambique. The MoUs between ANAC and the two co-managers of Chimanimani National Park (with Flora and Fauna International) and Marromeu Reserve (with Gorongosa Restoration Project) are under implementation, contributing to joint planning and implementation of CA activities. The long-term agreements are expected to be developed and signed by 2022.  The Program for Conservation Leadership in Mozambique (PLCM) currently has a total of 109 beneficiaries of which 34% are women, including for research grants and internships at CAs and the central level. The PLCM has an independent and functioning multi-sectoral steering committee. A training needs assessment for staff in the CA system, conducted by the Southern Africa Wildlife College (SAWC) is still underway, expected to be available by end of August 2021, and which will inform further trainings to be supported under the PLCM.  The inter-ministerial working group, led by the Ministries of Culture and Tourism, Land and Environment and Interior to collaborate on establishing the e-visa, is still assessing feasibility of potential systems. Component 2:  Activities in the three CAs are progressing well, although infrastructure works remains delayed, especially in Marromeu and Chimanimani.  The Maputo Environmental Protected Area (APA), which encompasses various land-uses in the Matatuine District, Inhaca Island, Maputo Special Reserve and Ponta de Ouro Marine Reserve and declared in 2019, is led by an Administrator that was appointed in October 2020. The appointment of three additional team members is delayed but will be done by August, after which the project will support the preparation of the Integrated Development Plan.  The community action plans developed using the Social Assessment for Protected Areas (SAPA) methodology for each CA are under implementation in the three CAs.  The project has continued to provide support to beneficiaries and schools that are part of the environmental education and scholarship program for girls during COVID-19 induced school closures, including provision of material for distance learning and mentoring for girls. Since March 2021, the schools are open and an assessment of rehabilitation needs is still underway with rehabilitation of schools expected to be finalized by October.  A six-week virtual training for staff of the LMU), CAs, districts and civil society members was conducted in October-November 2020 to help initiate and build capacity on implementation of the Gender Action Learning System (GALS), which is a household methodology that aims to address gender imbalances at the household and community level. Following this training, several GALS pilots are underway in the three CAs. The recruitment of a Service Provider to promote community-based natural resource management (CBNRM) and GALS in 12 communities (4 per landscape) is delayed yet will start in July. Component 3:  Two calls of Sustenta Bio Matching Grant mechanism have been concluded, with 9 Small and Emerging Commercial Entrepreneurs (known as PECEs in Portuguese - Pequenos empreendedores comerciais emergentes) and 1 Small and Medium Enterprise (SME) approved under the first call and the second call for Sustenta Bio is on track to meet the planned schedule, with 40 PECEs and 11 SMEs approved, exceeding the final goal of the project.  The first call of the Sustenta Emergência, in which 7 companies were selected, have disbursed 80% of the approved amount. The project also launched the second call in the three landscapes, and a high number of potential beneficiaries have been identified, which will be announced by July.  In the Marromeu and Sussundenga landscapes, 23 and 19 PCR groups have been constituted, respectively, with a total of 1,147 members, of which 56% are women, and the project's goals for both groups (36) and beneficiaries (1,080) have been exceeded.  The project is making progress on identifying areas for restoration and is currently developing joint action plans for each landscape together with the National Institute for Agrarian Investigation (IIAM).  Territorial planning in the three landscapes is also progressing, as the District Territorial Development Plan (Plano de Distrital de Uso da Terra - PDUT) for Sussudenga is almost complete and awaiting approval. The plan includes, among other activities, forest restoration and the delimitation of community areas, community conservation areas in the buffer zones of Chimanimani Park. The development of the PDUT for Marromeu has yet to start.  The additional $23 million from the GEF Sustainable Dryland Landscape Impact Program is effective, focusing on improving management of forests and degraded lands in the landscapes. An additional US$2.5 million has also been channeled from the Swedish Development Cooperation to support COVID-response in CAs, focusing on economic recovery support for small and medium size tourism enterprises; promotion of community ‘eco-job’ creation programs in the three CAs; improvements for safe return to schools and distance learning and promotion of wildlife and habitat protection under BIOFUND’s Emergency Fund.
