PDO 2 indicators: -Common Action Plan for corridors conservation between Federal and Provincial Authorities Adopted: ACHIEVED. Federal and provincial authorities of the Federal System of Protected Areas (SIFAP) have adopted a “Common Action Plan 2020-2022”, which has been formally submitted to the Federal Environmental Council (COFEMA) for its consideration. It was presented to COFEMA’s Biodiversity Commission in October 2020 and some of the activities provided for in the Common Action Plan are already under implementation. -Area benefiting from biodiversity resilience measures: ACHIEVED. 14,765 hectares have benefitted from measures that increases biodiversity resilience as a result of the Project (267.82% of the Project's final goal) PDO 3 Indicator: -Tons C eq. (aboveground) protected in Chaco forests): ACHIEVED. 14,661,015 tons of forest Carbon have been protected as a result of the Project (140.9% of the final Project goal); 6,187,956 tons through the creation and improvement in the management of the Impenetrable National Park (PNEI), and 8,473,059 tons through the implementation of the Sustainable Development and Demonstration subprojects. The most significant achievements and challenges for each component of the Project are summarized below. Component 1. Core Protected Areas. The indicators of areas incorporated into improved forms of protection, both in forest, coastal and marine environments, reached 100% of the target value for the last year of the Project (1.1: 128,000 hectares and Indicator 1.2: 106,422 hectares). However, due to the recent restructuring of the project and the change in the evaluation methodology, these data cannot be compared with the previous missions. The indicator that reflects the update or preparation of protected areas management plans that include climate change mitigation and adaptation remained unchanged from the previous mission (August 2020). The works in Patagonian coastal protected areas have been completed (i.e. the headquarters of the Makenke Inter-jurisdictional Marine Park, in Santa Cruz Province; and a warehouse/workshop and two houses for park rangers in the Patagonia Austral coastal-marine park, in the Chubut Province). The works for the construction of the operation centers for the Loro Hablador Provincial Park (Chaco Province) and the Copo Provincial Park (Santiago del Estero Province) have achieved a physical progress of 25.34% (according to the certificate of February 2021). The construction of a warehouse in the El Impenetrable National Park (Chaco Province) presents an advance (according to the certificate of March 2021) of 78.58%. The construction of a water hole for fauna in the Copo National Park (Santiago del Estero Province) has also been completed, and its effects on the increased resilience of the area's biodiversity in the face of climate variability and change is being documented. Component 2. Conservation Corridors in the Gran Chaco and the Patagonian Steppe and Coastal-Marine. The Strategic Plans for the Humid and Dry Chaco Pilot Biodiversity Corridors were developed and presented to the Provinces of Chaco and Santiago del Estero, but their formal adoption or institutionalization is still pending. The design of the Arid Patagonia Spatial Conservation Strategy is at an advanced level of execution and is expected to be concluded in April 2021. The consultancy for the "Elaboration of forest management plans for beekeeping and meliponicultural purposes and for the classification of honeys" has been granted to a firm and is under execution. The Sustainable Development and Demonstration Subprojects currently cover a total area of 195,227 hectares (86.24% of the final goal of 226,376 ha), having increased by 32% with respect to the previous mission. Component 3. Collaboration for Corridors’ Conservation. The Common Action Plan for SIFAP has been formally submitted to COFEMA in December 2019 and to its Biodiversity Commission in October 2020. Its formal approval is still pending. An Analysis of Sustainable Financial Mechanisms for Protected Areas has been completed; and the consultancy for the Identification of Ecoregional Conservation Gaps has delivered 6 out of the 8 expected products, to date. So far, the Project has trained 193 protected area staff (96.5% of the final goal of 200). Component 4. Project Management, Monitoring and Evaluation. The Tons of Carbon stored in aerial biomass protected in the Chaco forests because of the Project has increased to 14,661,015 TC, having exceeded the final goal in 40.97% (10,400,000 TC). Likewise, the PIU reported an increase in the number of direct beneficiaries of the project (1,650, of which 34% are women), also exceeding the final Project goal of 1,200 in 37.5%.
