Notably, under Component 1(Improving the Learning Environment and Opportunities in Targeted Areas), the construction of the 30 early childhood education (ECE) classrooms is nearly complete; the printing of 2.2 million supplementary readers and 40,000 teacher guides for classes one to three is ongoing; and the Teaching Service Commission (TSC) has been formally established with the inaugural meeting convened in August 2016. Under Component 2 (Strengthening Education Service Delivery), a pilot learning assessment has been carried out in seven local councils, and preparations are underway for national roll-out in the first quarter of 2017; the 2015 school census was conducted and the data cleaned and analyzed; data entry for the 2016 school census has been completed and data analysis is in progress; in addition, the donor coordination desk has been established in the Ministry, and a desk officer has been recruited. However, a number of activities remain to be completed, and there have been challenges in disbursement as 65 percent of project funding remains to be disbursed. Therefore, the key ratings for the project have been downgraded to moderately unsatisfactory.
