The project is implemented by South Sudan's National Bureau of Statistics (NBS). The project development objective (PDO) is to strengthen the capacity of statistics producers in South Sudan to produce and disseminate official statistics. The project design is based on the National Strategy for the Development of Statistics (NSDS). It aims to support the production and dissemination of the Statistics in South Sudan by a comprehensive approach. The implementation support mission in October 2018 in Juba assessed the progress of the project as moderately satisfactory. The revised Statistics Bill was re-submitted to Parliament, and the second reading was held in March 2018. The limited number of parliamentary 1/25/2019 Page 1 of 5 The World Bank Implementation Status & Results Report Statistical Capacity Building Project (P144139) sessions has delayed the approval of the Bill, and with a new government currently being formed, it is anticipated that approval will not be forthcoming by the end of the calendar year. Draft Statistics Regulations are currently being reviewed to align with the revised Bill. The Code of Practice for Official Statistics has been drafted. Once the code of practice has been finalized, NBS will engage in advocacy activities with different data users. The NSDS activities have been successful in improving collaboration and data sharing among NBS and data producing ministries, departments and agencies (MDAs). The user satisfaction survey final report has been completed and will be published and printed. The NBS Library has been renovated and equipped with new furniture, IT equipment and books. A librarian has been assigned and the library is open to the public. An assessment will be undertaken in order to establish how the link with public institutions, especially universities, can be established and strengthened. 75 percent of planned training events have been implemented of the 51 short-term trainings. The legal covenant has been completed, and the Steering Committee is fully operational. The Applied Statistics Curriculum to be implemented by the University of Juba has been developed and will be presented to the Senate of the University of Juba. The business registry (sampling frame) for the Integrated Business Survey has been compiled. A consultant will be hired to undertake the sampling, and it is expected that data collection will be completed in early 2019.
