The Second Karnataka Rural Water Supply and Sanitation Project, to begin with, was originally approved by the Bank on December 18, 2001 and the original project credit closed on June 30, 2010. Subsequently, the Bank has provided an Additional Finance to do 'more of the same' in 11 districts of Northern Karnataka. The Additional Finance project is under implementation since July 1, 2010. 2. The Additional Finance Project's planning phase activities have been completed in all the districts. It is expected that the project will benefit 1,400 villages of 661 Gram Panchayats Page 1 of 5 The World Bank Report No: ISR7710 spread across 11 districts of northern Karnataka with a budget of Rs 8,160 million (US$ 176million). Major focus is on quality affected habitations and/ or those with low delivery of water services (less than 30 liters per capita per day). 3. As of date, as against a total of 500 Single Village Water Supply Schemes (SVS), 99% of the contracts have been awarded, and 211 completed. Most of the Road and Drain Schemes (about 500) have been awarded and 98% completed. Almost all the single village water supply schemes are now under implementation. While 75% are expected to be completed by end 2012, the remaining may take another three months. Towards ensuring this, the project needs to be highly vigilant and ensure an effective implementation oversight. 2. As the project implementation has picked up significantly and several schemes are already commissioned, the capacity building efforts need to increasingly focus on enhancing sustainability of the schemes. These shall include: (i) Completion of targeted training programs such as book keeping, exposure visits for cross learning, pump operators training, minor repairs management, and day to day O&M; (ii) Hand-holding support for O&M at the village level comprising activities such as: increasing household connections through specific measures, improving tariff collection (through incentivizing collection, use of SHGs on commission basis etc.), ensuring that systems are operated only for necessary hours based on current population(and not at full capacity which is meant for the design population); and (iii) O&M backup support such as ensuring proper post-sales service with the vendors of equipments such as pressure filters, defluoridication units, water meters, bulk flow measurements equipments, on-line chlorinators. While the local operators can be trained to operate these facilities, maintaining them over the project life will warrant continued technical support. 3. Operations and Maintenance: Operation and Maintenance Policy is still awaiting full approval from the State Cabinet. This is critical for ensuring long term operational and Public Disclosure Copy financial sustainability of large and complex multi- village water supply schemes. In the meanwhile, RDPR, GOK, has agreed on the following actions: (i) out-sourcing of all the 14 MVSs constructed under the Bank Assisted Jal Nirmal Project; and (ii) explore institutional options for long term sector wide O&M back up for the state as a whole.
