Dear Sirs and Mesdames:
In connection with the Loan Agreement of this date between the Republic of Croa ia
(Member Country) and the Iniernational Bank for Reconstruction and Development (Bat k;
providing a loan (Loan) for the above-captioned Project, and the General Conditions (Gene -I1
Conditions) made applicable to ti.e Loan Agreement, I am writing on behalf of the Member Coun r,
to set forth the following:
1.    We understand and agre that, for purposes of Section 6.01 of the General Conditions, ILi
Member Country is required by the Bank to report "long-term external debt" (as defined in I i-:
World Bank's Debtor Reporting 3ystem Manual, dated January 2000 (DRSM)), in accordance w tl1
the DRSM, and in particular, to notify the Bank of new "loan commitments" (as defined in 1 Il-
DRSM) not later than 30 days af er the end of the quarter during which the debt is incurred, and t,
notify the Bank of "transactions inder loans" (as defined in the DRSM) once a year, not later t- i
March 31 of the year following t ie year covered by the report.
2.     We represent that no Liens (as defined in the General Conditions), other than th( si
excluded pursuant to paragraph i c) of Section 6.02 of the General Conditions, exist on any Put lic
Assets (as defined in the Genera Conditions), as security for any External Debt (as defined in li
General Conditions). No defau ts exist in respect of any external public debt (as defined in li
DSRM). It is our understanding t hat, in making the Loan, the Bank may rely on the representati n
set forth or referred to in this letl er.
