We are pleased to inform you that, pursuant to your request, the Association agrees to: (a) increase the financing percentage: (i) for international consultants, hired for six months or less, from 85% to 100%; and (ii) local consultants and, international consultants hired for longer than six months, from 85% to 91%; (b) to make both increases retroactive as follows: (a) (i) to December 17, 2002 and (a) (ii) to August 21, 2002, respectively; and (c) to extend the Closing Date until April 30, 2003. Therefore, the table under paragraph 4.2 of the Letter Agreement is amended as reflected in the Annex to this Letter. Please confirm your agreement to the foregoing amendments by signing and dating this letter in the spaces provided below. This Letter of Amendment will be executed in two counterparts, each of which shall be an original. Upon your confirmation, please return one fully executed original to us. The provisions of this Letter of Amendment will become effective as of the date of this letter upon receipt by the Bank of one fully executed original of this Letter.
