To purchase medical equipment and supplies required for the diagnosis and treatment of COVID-19, the PIU is applying direct contracting with suppliers, procurement via UN agencies and Bank Facilitated Procurement (BFP). Contracts with UNICEF and UNDP totaling US$17.4 million were signed for 130 ultrasound machine, 800 mechanical ventilation, 750 resuscitation beds, 220 anesthetic breathing apparatus and other devices. Additional contract with UNFPA for US$1.3 million and US$44.5 million with UNDP to be signed by April 10, 2021. The PIU has selected suppliers for direct contracting (DC) and signed contracts for computer tomography, X-ray machines, dispensers, etc. totaling in US$12.5 million since September 2020. Equipment has started arriving to the country and being installed. Additional contracts (DC) totaling US$18 million are in the process of finalization and signing. The Bank team initiated weekly meetings with participation of the PIU specialists and UN agencies involved in equipment procurement to facilitate further procurement, discuss and solve pending issues to accelerate the pace of implementation. Some activities of the communication campaign within the Project have been intensified in November 2020. Raising awareness interviews with doctors, medical personnel, including laboratories personnel trainings were conducted. Communication has focused on staying at home during the holiday season, called "New Year - Home Holiday", and has received wide positive media coverage. Efforts have been made to reach out to international organizations in order to use communication materials available. At the same time, it should be noted that not all of the activities from the action plan covering November 2020 until the end of January 2021, were completed and it seems that focus has been put on administrative and organizational efforts. Substantial intensification of the communication efforts is required as per agreed communication strategy and action plan. The Communication plan for April-June 2021 with concrete activities and outputs was presented to the Bank on March 18 and agreed to be closely monitored by both sides. The progress towards achieving the Project Development Objective is rated as moderately satisfactory. Further attention needs to be paid to the rapid implementation of the communication strategy, procurement of the medical equipment and supplies, its delivery and installation in hospitals including Intensive Care Units and strengthening public health capacities. As of February 16, 2021, 86 MPA-projects have been approved providing a total commitment of US$4.20 billion. Disbursements have continued to increase at a rapid pace. Thirty-three country projects or 37% of projects approved have reached 70-100% disbursements. The projects benefit around 3.7 billion people or 50% of the global population. Of the 86 approved projects: (i) 32 are in Africa – 12 in AFE and 21 in AFW; (ii) 12 i n East Asia; (iii) 13 in Europe and Central Asia; (iv) 12 in Latin America and the Caribbean; (v) 7 in Middle East and North A frica; and (vi) 9 in South Asia. Seventy-two projects are disbursing. Total disbursements as of February 16, 2021 under these projects amount to US$1.977 million or 47% of overall commitments. Procurement contracts signed and in process with UNICEF (US $595.3 million) and under BFP (US$132 million) amount to US$727.3 million. As of February 16, 2021, one project has been restr uctured and 3 AF-V operations have been approved for a total amount of US$98.1 million. Under the MPA parent projects, sstream lined procedures, delegated approval coupled with flexible project design and intensified efforts across the Bank have contrib uted to the progress. Implementation continues to face challenges as some countries are still under different levels of lockdown or mobility restrictions and counterparts and Bank teams are operating from home and communicating virtually. Notwithstanding cha llenges, the MPA is on track to achieving its PDO – to prevent, detect and respond to the threat posed by COVID-19 and s trengthen national systems for public health preparedness. The significant level of disbursements in just over ten months unde r the MPA attest to the strong implementation of the Bank response thanks to the commitment of counterparts supported by count ry teams.
