The proposed APL2 is consistent with the national priorities of Egypt to improve the sustainability of water resources management. The project development objective is to improve Page 1 of 5 The World Bank Report No: ISR11305 water resources and agricultural management and planning in and across Egypt, based on quantitative and spatial-based decision making tools. It has the same development objective, beneficiaries and PDO level results indicators as the program, however they specifically pertain to Egypt, as opposed to the development objectives of APL1 which pertain specifically to Lebanon, Jordan, Morocco, the AWC and CRTEAN. Public Disclosure Copy The direct beneficiaries of the program are the local and regional remote sensing institutions and the ministries of water, irrigation, agriculture and planning, regional water stakeholders, local farmers and the citizens of Egypt, which will benefit from improved access to real-time drought and flood monitoring outputs, improved crop yield and local and regional groundwater estimates among others. The APL2 consists of three components which are currently being implemented in Egypt as follows: Component 1: Improved Local Water Resources and Agricultural Management, including (a) the purchase, installation and validation of various WISP tools and other ancillary equipment; and (b) Support to NARSS and selected stakeholder ministries, agencies or institutions on the application of WISP Tools to selected research issues on topics such as local and regional water resources, agricultural and environmental management. Ancillary equipment includes computers, printers, scanners, applicable software, weather stations, other pertinent in situ measurements of the water balance and short time intensive field data collection programs and equipment required for the full functioning of the WISP tools; Component 2: Capacity Building and Project Management, including (a) Capacity building to the Recipient, NARSS and selected stakeholder ministries, agencies or institutions on implementation of the WISP Tools; (b) carrying out of training activities and workshops for knowledge sharing with stakeholders; (c) Financing of NARSS’ and other selected stakeholders’ staff’s participation in international conferences and study tours on environmental remote sensing; (d) Support for the establishment of a national online portal for sharing and dissemination of data arising from the use of the WISP Tools; (e) Project management support to NARSS, including Incremental Operating Costs; and (f) Financing of Fellowship Grants. APL2 will cover the activities mainly under Components 1 and 2 for Egypt. Component 3: Regional Integration and Cooperation, including (a) Financing of workshops organized by AWC for knowledge sharing with regional stakeholders; (b) Development by AWC of an online portal to share local and regional results arising from the use of the WISP Tools; and (c) Support to AWC for the preparation of regional reports on applications of regional significance including the use of data provided by Beneficiary Countries or Local Implementing Entities under the Project. These applications are expected to include estimating the recharge rates of regional oversubscribed shared aquifers, optimizing the response to droughts and floods on a regional scale, and encouraging a more coordinated approach to management of transboundary water resources among others. The Egypt PMU will participate in all regional activities organized by AWC as planned. But APL2 will cover the activities mainly under Components 1 and 2 for Egypt. It is noted that the project implementation progress has been made since February, 2013, although it has been delayed due to the slow start, especially in undertaking key preparation and start-up activities. The National Stakeholder Engagement Workshop was held on April 14, 2013, organized by project PMU with the technical assistance from the NASA te am. The project related end-users (i.e. Ministry of Water Resources and Irrigation, Ministry of Agriculture, academia, etc) had participate in the workshop. The workshop consisted of three working groups: Agriculture, water resources and environment, and was a good attempt to involve the end-users. The results of the discussion from different stakeholder groups (presenting various governmental institutions/agencies) included the Project priorities, targeted field applications, and technical and institutional recommendations. These will lead the PMU to have clear views of how the project would target the major requirements of the stakeholders, and how the end-user will participate in achieving the project outputs, outcome and objectives. The principal outcome of the workshop has been helping PMU to refine the technical implementation plan based on the country priorities. The recent Bank supervision mission visited the project implementation agencies in Morocco, Tunisia and Lebanon under APL1 from April 22 – May 6, 2013, and followed by a Regional Project Implementation Review Workshop held on May 7-9, 2013, and organized by AWC in Dubai with the participation of the PMUs of the five countries, NASA, ICBA and AWC. The Egypt PMU participated in the workshop, discussed the current implementation progress and constrains/issues, and reached the agreement with all other PMUs, NASA Public Disclosure Copy and the Bank on a time bounded action plan to speed up the project implementation. PMU is currently working with the end users to confirm the project implementation and application priorities, and identify and develop the end-user's activities to update the annual project implementation investment, procurement and disbursement plans and the PMO, and the NASA team in close consultation with the National Authority for Remote Sensing and Space Sciences will assist PMU to finalize the detailed technical implementation plan (especially with a solid training program to improve the scientific/technical capacity building at the national level), based on the country priorities which was highlighted during the regional workshop in Dubai. The project is expecting to achieve the expected outputs and outcomes.
