Yes [ ] No [ X ] A. Summary of Proposed Changes The proposed change is an extension of the closing date of the Project from August 31, 2015 to December 31, 2015. The four month extension of the closing date will allow for: 1.) The completion of key activities for a biodiversity commercialization pilot (Priority Areas). These activities constitute a large part of Component 3 of the Project (US$4 million) and are essential activities for the achievement of the PDO. These activities have been classified by the administration as priority topics for Colombia. 2.) The completion of evaluations of pilot programs for Priority Areas (Component 3) and Social Appropriation (Component 4), which are critical for providing data and lessons learned for the achievement of the PDO. B. Project Status As a measure of Colciencias' ability to promote human capital for the knowledge economy, R&D and innovation, the percentage of budget resources committed from the budget appropriation is at 71.1%, which exceeds the project target of 60% by end of second quarter (end June, 2014) and shows increased efficiency in executing programs. The number of new ideas or innovations developed by the labor insertion, diaspora research, innovation management, open innovation, and priority area program activities, the second measure of Colciencias' ability to promote human capital for the knowledge economy, R&D and innovation, is expected to be measured through the evaluations of each of these programs which are currently in progress and expected to finish in 2015. The percentage of the population that agrees that Colciencias creates science and technology, as a measure of raised awareness of STI in Colombian society has not yet been measured since the baseline of 2012. Although an update was expected in late 2014, the perceptions survey that will measure progress on this indicator is now scheduled to take place in mid-2015. C.
