PHILIPPINES Participatory Irrigation Development Project (P088926) ABBREVIATED RESETTLEMENT ACTION PLAN Upper Chico, RIS Upper Chico RIS,CAR Some 141 IP households who are informal settlers are occupying the main canal easement of Upper Chico River Irrigation System, CAR that is not covered by recognized Ancestral Domain Claims or Titles. During field validation, it was shown that the IP (Lubuagan tribe) informal settlers will not be affected by the rehabilitation of the main canal of UCRIS. If ever some houses or part of their dwellings will be affected during Project implementation, Mr. Lucio Salpad, leader of the tribe, assured NIA that they will remove immediately such houses or part of their dwellings that are likely to be affected by the proposed improveme~itwork. He requested, however, for NIA's assistance in transporting their dismantled dwellings to other areas of their choice where it will be reconstructed with minimal cash assistance as replacement of construction materials that cannot be salvaged anymore. The estimated cost for the dismantling and hauling of materials, as well as replacement of unsalvageable construction materials for 44 houses is P I.40 Million. UPPER CHIC0 RIVER IRRIGATION SYSTEM INFORMAL SETTLERS ACTION PLAN There are 141 Indigenous Peoples (IP) - households occupying the main canal easement of the Upper Chico River Irrigation System (UCRIS) that is not covered by any recognized Ancestral Domain Claims or Titles. Only the watershed of the system is within thc Certificate of Ancestral Domain Claims (CADC) of different tribes. During field validation, it was informed that the IP - informal settlers (Lubuagan tribe) are not likely to be affected during rehabilitation of the main canal of UCRIS especially tribal rites that they conduct among themselves. If ever some houses or part of their dwellings will be affected during Project implementation, Mr. Lucio Salpad, leader of the tribe, assured NIA that they will remove immediately such houses or part of their dwellings to give way to the rehabilitation works. He requested, however, for NIA's assistance in hauling the retrievable materials of the demolished structures to other areas, and to provide illinilnal amount for the replacement of construction materials to the affected families. In the succeeding dialogues with the IPSand their leader, it was agreed to increase the probability that no dwellings will reallybe affected during rehabilitation works. As a precautionary measure, it was agreed that those houses nearest to the canal benn or service road will be removed and transferred to areas of their choice.
