During the ISM, the WB team took stock of project implementation progress since it came into effect on September 14, 2020. Despite the challenges delaying REACH implementation including political tensions between the government and the parliament over Dastarkhwan-e-Meli budget approval, increased insecurity throughout most areas of the country, and budget and cashflow delays, distribution of assistance has started in 41,400 HHs or 289,800 Afghans in 360 rural REACH communities. There has been good progress on Facilitating Partner procurement, staff recruitment, setup of district offices and initial listing of households. As of March 2021, progress includes: On the rural side, first visits were completed in 1,488 communities; the remaining US$ 42 million REACH budget was approved in the FY 1400 national budget; nine out of 13 FP packages were signed and four FP packages will be finalized by Mar 31, 2021; and the setup of district offices is being completed. On the urban side, a total of 539 NSP CDCs and 74 GAs have been remobilized and 4/7/2021 Page 1 of 6 The World Bank Implementation Status & Results Report COVID-19 Relief Effort for Afghan Communities and Households (REACH) (P174119) registered, while a total of 123 ad hoc CDCs (CDCs formed just for the COVID response) have been established across eight cities. A total of 169,973 HHs have been listed, and 138,994 of these have been confirmed as beneficiaries. 11 FP contracts covering 11 of the 14 cities were signed; and the CCAP offices in four cities are being used for REACH urban while in the remaining 9 cities, municipality allocated spaces have been converted into office spaces for urban REACH. Kabul Municipality formed 454 Gozar Councils (GCs) and is finalizing beneficiary lists. Key Decisions following the ISM: A number of priority action items and next steps were identified to help strengthen program implementation and performance. The following key decisions have been agreed with the implementing agencies (IAs) during the ISM: 1. Independent Directorate of Local Governance (IDLG), Kabul Municipality (KM), and Ministry of Finance (MoF) to finalize inclusion of the REACH budget into FY1400/2021 national budget; 2. Finalize recruitment of staff for COVID response; 3. All three IAs (Ministry of Rural Rehabilitation and Development (MRRD), the Independent Directorate of Local Governance (IDLG), Kabul Municipality (KM) to ensure efficient financial management (FM) actions and procurement with no significant delays; 4. All three IAs to expedite the release of the COVID-19 response assistance in REACH areas and ensure the most vulnerable groups including recent migrants are included in the beneficiary rosters.
