Implementation progress has picked up considerably with the newly appointed project coordinator having fully assumed the position and the national elections peacefully concluded with minimum disruptions to the implementation arrangements agreed. The following progress made are worth high-lighting: Page 1 of 4 The World Bank Report No: ISR16353 The One-stop-shop (Guichet Unique) for enterprise creation and investment in Nouakchott is now a reality and has been duly established; the relevant legislation have been revised and Parliamentary passage and approval received and the agency is operational. The combination of these activities have contributed to a reduction in the time and cost to Starting a Business. Since the establishment of the 1-stop agency, over two thousand three hundred companies have been created at the agency, and when it used to take nine (9) procedures and nineteen (19) days to register a business, it now takes an estimated maximum of seven (7) procedures and five (5) days, respectively. In addition, support provided has Public Disclosure Copy contributed to the reporting of additional credit information, covering one hundred percent (100%) of all credits extended through the formal banking system, which has positively impacted Access to Credit. The project disbursement rate has increased to over ninety (90%), with the remaining ten (10%) committed and expected to be disbursed over the next 3 months. The un-disbursed and uncommitted amount is less than one percent (1% - approximately $40K). Remaining payments for the (i) procurement of IT Equipment for a secured communication line between the Central Bank of Mauritania and key primary banks for reporting prudential information and other goods and equipment for the Central bank, (ii) the revision of the Code of Contracts; (iii) Review of priority provisions of the Commercial Code and its implementing decrees to support the establishment of a 1-stop shop for business registration; (iv) global update of the Commercial Code; (v) Technical assistance on Banking supervision and inspection for the Central Bank of Mauritania; (vi) revision of the Supervision regime in the insurance industry - support for on-site supervision and a chart of accounts for the insurance industry; (vii) Feasibility study for the Special Economic Zone in Nouadhibou, and the recent investment forum in Paris; and external audit of project accounts for 2014. All activities agreed to support the reform of some doing business indicators are now close to 100% completed.
