Overall Implementation Progress (IP) is downgraded from Moderately Satisfactory to Moderately Unsatisfactory (MU). The rating for Progress towards achievement of PDO is maintained at Moderately Satisfactory (MS): despite the project’s weak implementation progress, the increased commitment to digital G2P payments across the government and the advanced stage of technical discussions are noteworthy. The project ratings reflect the findings of the recent implementation Support Mission (ISM) which has been completed in end-September. Nevertheless, the relevance of PAISA project and the saliency of the reform agenda has only increased with the COVID-19 pandemic. Since the COVID-19 outbreak, the PAISA project has been increasingly playing and is expected to sustain over time a facilitating/catalytic role in the implementation of the Digital Economy agenda, of which Digital ID and Digital Financial Services are two key pillars. The implementation of COVID- 19 response programs (financed by the government, humanitarian or development partners) has highlighted the predominance of cash in the delivery of social transfers. The PAISA project is now effectively supporting the preparation or implementation of the COVID-19 Relief Effort for Afghan Communities and Households (REACH), Early Warning, Early Finance and Early Action (ENETAWF) projects, and COVID-19 response under ongoing projects (such as the ESHTEGHAL ZAIEE – KARMONDENA or EZ-KAR). As such, the ongoing crisis has provided some impetus to the reforms supported under the project and confirmed the critical gaps in the provision of digital payments that should be addressed. Following the government’s restructuring request for US$20 million from the project to respond to COVID-19, the project’s funding was reduced from $45 to $25 million. While this is already reflected in the disbursement section of the ISR, a formal restructuring taking into account the revised project design will be subsequently completed.
