Project Development Objectives are progressing satisfactorily, as reflected by Project Development Objectives indicators, as well as intermediate indicators. In terms of expansion and rehabilitation of school infrastructure, 243 additional classrooms were built or rehabilitated. Regarding the strengthening of learning systems, in-service training has been provided to 1,233 FTS teachers and 2,567 APRENDER teachers. Additionally, the study on mathematics was published and the study on reading is currently being carried out, both to improve teaching methods. Finally, the Project unit has also completed a pilot course for teachers on ways to address the early grade instruction. On monitoring and evaluation, the Preschool and Primary Education Council (CEIP) systematically uses the GURI system to inform on student performance. Additionally, the impact evaluation study is on track. The aim of the evaluation is twofold: (i) to measure the impact of the program on learning outcomes, by comparing outcomes between FTS (treated group) and non-program schools (control group) in 2013 and 2016; and (ii) to measure the impact of the program on survival, completion and transition rates by the end of the Project for a cohort of students participating in treated and control schools. The learning outcomes are being measured by the National Assessment of Student Learning (Evaluación Nacional de Aprendizajes, ENA), and both treated and control schools are part of the ENA sample. The ENA was carried out successfully in 2013. Data was collected and is being analyzed by the Government. A first report will be ready by June 30, 2015. The report is expected to include the design of the evaluation, the validity of the method comparing observable characteristics between the program group and the comparison groups of schools at baseline, and preliminary mid-term results of the evaluation using 2013 data. The survival and transition rates will be evaluated close to the end of the Project, by 2016, using a panel of students evaluated in 2013. Specifically, students attending Third Grade and Sixth Grade of Primary School grades in 2013 in treated and control schools are being followed across time to assess their educational trajectories by 2016. Students attending Third Grade in 2013 are expected to take a new test by 2016, while attending Sixth Grade.
