95436 April 18, 2012 The "Orden Mexicana del Aguila Azteca" Award for Mr. Zoellick by the United Mexican States Proposed Acceptance by Mr. Zoellick 1. The Government of the United Mexican States has invited Mr. Zoellick to accept the "Aguila Azteca" Award that the Government of Mexico, after approval by its Congress, plans to give to him in recognition of his valuable services to humankind in the areas of economic and social sustainable development which Mexico has benefited from as well. 2. The "Orden Mexicana del Aguila Azteca" was established in 1933, and is the highest decoration awarded by the Mexican Government to foreign nationals. It was created by a decree on December 29, 1933 by President Abelardo L. Rodriguez to reward services to Mexico or humanity for people of foreign nationality only. It is given by the office of the foreign minister on the instructions of a Council established for this purpose headed by the President. The Government of Mexico states that the proposed award recognizes Mr. Zoellick's work in the development field throughout his career - most of this was done outside the Bank (for example, work on free trade agreements, international cooperation, environment treaties, etc.). 3. Previous recipients of the award have included a broad spectrum of recipients that have contributed to humankind, including those who have worked in the area of development such as Bill and Melinda Gates; Earl Powell III, a trustee of the American Federation of the Arts; Rigoberta Menchu, an indigenous Guatemalan, Nobel Peace Prize Winner; UNESCO Goodwill Ambassador; Mario Vargas Llosa, a Peruvian-Spanish writer, journalist and recipient of the 2010 Nobel on literature; former Presidents such as President Nelson Mandela and Michelle Bachelet; and other dignitaries such as Queen Elizabeth II of the United Kingdom and King Juan Carlos I of Spain. 4. We have received guidance from the Office of Ethics and Business Conduct, and taken their advice to work with EXT on explaining the award to both staff and external audiences to ensure that this recognition is placed in the right context. 5. Mr. Zoellick has indicated that he would be pleased to accept the award subject to the approval of the Executive Directors. Mr. Zoellick's contract states that he will not accept any honor, decoration, or favor in respect of services rendered during his tenure, without the approval of the Executive Directors. 6. The World Bank Group has excellent relations with the United Mexican States; and this award, if approved, will not have any impact on the WBG-Mexico business relationship.
