No Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO -- Moderately Satisfactory Overall Implementation Progress (IP) -- Moderately Satisfactory Implementation Status and Key Decisions Because of the multi-stakeholder dialogue facilitated through the TOME Project, the idea of organizing the local actors in the Participatory Monitoring Committees at the departmental and school level emerged slowly and concretized at the end of 2018. This represented an effective means to support the collaborative commitment between actors from civil society (in particular parents' associations represented by FENAPERIM) and government (in particular educational authorities at the regional and local levels) to identify and resolve all of the problems linked to budget transparency and the quality of education. In 2019, the TOME project identified a missing link in the representation of the key actors which risks jeopardizing the effectiveness of the collaborative process between the actors at the local, the regional and the national levels. Encouraged by the GPSA’s promoted adaptive learning and management approach of the GPSA, the TOME Project reached out to different actors at the regional level, i. e. the Wali, the President of the Region, the regional directorate of the Ministry of Education and the Parents Associations to fill this existing gap and to step up efforts to initiate a concertation process which led to the creation of a new structure called the Regional Participatory Monitoring Committee (CSPR). This Committee brings together all these actors and monitors the schools targeted in each Wilaya (Nouakchott Sud and Tagant). The various participatory monitoring committees including the two Regional Participatory Monitoring Committees, the Project Orientation Committee and the National Advocacy Committee constitute multi-stakeholder coalitions that co-produce reliable data on schools which serve as a basis for a reform of the basic education sector aimed at improving budgetary transparency with a view to achieving a significant improvement in the quality of the educational service. The TOME project has developed a diagnosis of each school showcasing its priorities identified by the Participatory School Monitoring Committees (Comité de Suivi Participqtif de l’Ecole – CSPE). The exercise facilitated the identification of areas of improvement among schools at the local level, and other needed interventions to be activated by key actors of the education sector at the regional and national levels. In addition, the launch of the activities of the Orientation Committee and the National Advocacy Committee gave more visibility to the project activities and the feedback from the government offers great hope that the lessons learned from the experience of the TOME project will be informing the establishment of the school management committees (Comités de Gestion de l’école - COGES) that the government wants to extend to all basic education in Mauritania. 8/3/2020 Page 1 of 5 The World Bank Implementation Status & Results Report Mauritanian Education Budget (P162168) Furthermore, Eco-développement (ECODEV) the implementing grantee of the TOME project complied with and submitted all technical progress reports required by the GPSA’s reporting requirements, namely: two Annual Technical Progress Reports by the end of the 2017 and 2018 calendar years, and three mid-term Technical Progress Report by the end of July 2017, 2018 and 2019. Throughout the whole project implementation period. Reporting packages also included the following updated documents: Results Framework, Disbursement Table with annual milestones; Procurement Plan; Operational Plan and Budget; and Financial and Audit Reports.
