Afghanistan Rural Access Project (ARAP) is a follow-on project to the series of Bank’s supports made in the last ten years to the government through National Rural Access Program (NRAP). NRAP used to be one of the 23 National Priority Programs (NPP) of the country and has now included under the infrastructure priority program. The project’s development objective (PDO) “to enable rural communities to benefit from all- season road access to basic services and facilities” derived from the NRAP’s overarching program objective, as strong contributor to local economy. 2. Overall, the project is progressing well with output on target except for sub-component (A1) which experienced implementation delays and two consultancies under component C (which are still under procurement). All other components are achieved with some sub-components overachieved the expected targets. The good coordination between the two PIUs (MoT and MRRD) enabled the project to complete the procurement of planned sub-project under MoT. 3. As of January 30, 2020, all the surveys, design work and procurement for the project had been completed. Also, physical progress of road construction / rehabilitation stands at 750 km (75%) for secondary gravel roads, 260 km (104%) for secondary asphalt roads, and 1502 km (108%) for tertiary roads. Meanwhile, bridge construction of 1480 liner meter (148%) on secondary roads and 1948 linear meter (97%) on tertiary roads have been completed and opened to traffic. Similarly, both ministries have achieved the scope for the road maintenance and will close all maintenance contracts by end of 2019 to align with the closure of the project. 5. In the meantime, the result of follow up surveys shows outstanding progress in achieving PDO level indicators. With population living within 2 km of an all seasons road increased from 58% at baseline to 89% and travel time reduced by more than 30%. 6. The capacity building activities are progressing well and major activities including setting up a Geographical Information System (GIS) based rural road networking system have been established and work to further improve it functionality including updating the databases is ongoing. The data collection for road inventory and condition survey has been completed 90% and the rest was not possible to be completed due to security reasons. The construction of regional offices and labs has been completed and inaugurated by ministry officials. Over 2000 students and newly university graduates received internship and on the-job training. Furthermore, 11 staffs of the project completed master's degree program in the field of engineering and project management (which was supported by the project). This shows a significant improvement and a satisfactory achievement of the PDO. Also, for the sub-indicator (number of rural people with access to an all-season road), the numbers which are provided are based on the following assumption: Comments: 1. The rural population assumed as 23 million people; 2. The sample villages selected for the surveys represents all the villages at national level which means this is true if all villages in the country received same level of investment similar to the project villages. These assumptions are made to provide some insight as there was no actual data available to calculate the national based rural accessibility.
