Implementation Status and Key Decisions

 The project is progressing as expected, to achieve its development objectives. All core indicators related to higher education, quality assurance and
 finance, internationalization, and supporting a more competitive research environment have been met, and the activities in each area are progressing at
 a satisfactory pace and quality.
 Key intermediate results indicators that have had measurable achievement during this last reporting period include: The new financing model of the
 University of Montenegro has been adopted by the Government. The provisions that will enable its implementation were included in the draft law for
 higher education, that was discussed and adopted Summer 2017 in the Parliament. (Component 1); the competitively awarded grants to incentivize
 participation and support capacity-building for institutional reforms have been fully utilized. (Component 1); a facilitation office, with a dedicated staff
 member, has been established within the MoE, to create a central agency for supporting Montenegrin students and scholars engaging in international
 agreements and programs. (Component 2); work is continuing on rehabilitation of residence halls (Component 2); and progress toward establishing the
 Center of Excellence as a legally independent entity with a due date of Autumn 2017 (Component 3).
 With these areas of measurable progress, the HERIC project is deemed as achieving a level of satisfactory implementation at this time.
