China is the world's largest and most populated developing country and an important practitioner in poverty reduction and development. The Chinese Government attaches great importance to the cooperation with the World Bank. China resumed its legitimate seat of the World Bank on May 15, 1980. Since then, with joint efforts made by government at all levels and in all relevant departments, the cooperation between China and the World Bank has evolved continuously and achieved remarkable results. In the last tiD:ee decades, the World Bank's financial resources have contributed to China's capital needs for domestic construction by supporting a large number of key projects that concern the national economy and people's livelihood. As of June 30, 2010,the total World Bank commitment to China amounted to US$47.8 billion, supporting 326 projects. World Bank-supported projects are found in almost all parts of China and in most sectors of the economy including transport, energy, urban development, environment, agriculture, education, health and poverty reduction. Together with financial resources and projects, the Bank has also transferred expertise through internationally advanced technology and management techniques, trained a vast number of project managers and professionals, and introduced new ideas and innovation in many sectors. Throughout the last three decades, China has made full use of the World Bank's intellectual capacity through an extensive program of knowledge cooperation. As of June 30, 2010, the World Bank had produced nearly 200 economic studies, many jointly with Chinese experts. Through economic analysis and technical assistance, the Bank has advised China on macroeconomic management, sectoral reform, social harmony and i development, contributing to the country's eff~rts to develop and improve asocialist market economy. In the last three decades, with China's fast economic growth and increasing international influence, global development has gradually become a new and important area of cooperation. In the past, China was only a recipient of financial resources, technology and knowledge from the World Bank. Today, China is a donor to the International Development Association and through the World Bank we are transferring our tested development experiences to other developing countries, enriching the Bank's pool of development knowledge and contributing to global poverty reduction and development. In April 2010, the World Bank endorsed the second phase of representation reform and, as a result, China shifted from the sixth to the third largest shareholder with an increase of its voting power by 1.65% to 4.42%, marking a new phase in the cooperation between China and the Bank. Looking back, we pride ourselves on our remarkable achievements ..Looking ahead, we find the task is never easy.. China is still a developing country with many poor people. Its per capita income is low relative to the rest of the world. The World Bank is the world's largest multilateral institution for development assistance. With its strong financial resources, knowledge and expertise, the Bank continues to have a positive role to play in accelerating the shift in China's economic growth model and promoting social harmony and progress. We should further apply the Scientific Outlook on Developmentand develop new areas of cooperation with the Bank. And through the important multilateral platform provided by the Bank, we should continue to strengthen our exchange and collaboration with other developing countries, promote South-South cooperation, and help the World Bank to contribute more to global poverty reduction and development by adding to its wealth of knowledge with China's development experience. This was the first report that had been jointly produced by international and Chinese experts after the founding of the People's Republic of China and presented a systematic description of the state of the economy of China from an international perspective. The Bank also provided financing for improving many urban environments, wastewater and solid waste projects, and demonstrated and transferred new concepts, techniques, systems and management approaches to China. The first Energy Conservation Project introduced the concept of energy service companies (ESCOs) to package and deliver energy efficiency financing . The Renewable Energy Projects supported the development of sustainable markets for photovoltaic (PV) technologies and helped improve quality and reduce costs. China has maintained good cooperative relations with the World Bank over the past 30 years with remarkable results achieved in operational, knowledge and international development cooperation. Our collaboration is shifting from one-way assistance to a mutually-beneficial two-way partnership. Since the beginning of the 21st century, profound changes have been taking place in the international situation with increasingly rapid economic globalization and ever expanding and unprecedented economic cooperation. Particularly since the onset of the global financial crisis, we are witnessing an ongoing global economic and financial restructuring and a significantly greater voice and representation of developing countries in global economic governance. Now China is developing its 12th Five-Year Plan. The next five years will be a critical period for China to accelerate the transformation of economic development pattern and economic restructuring, to press ahead with reform, opening up and independent innovation, to improve the wellbeing of its people and promote social harmony and stability. This new setting and its associated tasks create new opportunities and greater demands for the continued deepening of the all-round cooperation between China and the World Bank. On the one hand, we will thoroughly apply the Scientific Outlook on Development and enhance the effectiveness of traditional forms of cooperation between China and the World Bank. We are focusing on three shifts: 1) a shift away from an emphasis on the volume to a focus on the quality and effectiveness of lending operations; 2) a shift away from an emphasis on borrowing to a focus on use and repayment; and 3) a shift away from an emphasis on the transfer of capital to a focus on the transfer of both capital and knowledge. We should fully tap the potential of the World Bank as a knowledge bank and invite the Bank to provide focused and targeted policy advice in key areas of reform and the development agenda to serve accelerated economic restructuring and building of a moderately prosperous society. On the other hand, we will play the role of shareholder more effectively and develop new areas of cooperation with other member countries. We should take advantage of this important multilateral platform to strengthen China's exchange and cooperation with other developing countries and promote pragmaticl South-South cooperation. At the same time, we should work together to explore a development path based on a country's own national conditions, enrich the Bank's pool of development knowledge and practice, and help the Bank to make greater contributions to global poverty reduction and development. I am confident that, in this new historic period,China and the World Bank will continue to deepen and broaden our cooperation, which will be more comprehensive, more innovative and reach a higher level.
