The Cote d'Ivoire Education Service Delivery Enhancement Project (ESDEP) was approved on June 4, 2018. The Grant Agreement was signed on June 21, 2018, and the Project became effective on July 31, 2018. The Project has achieved key activities as detailed below before the school closure. The Project developed distance learning programs to ensure pedagogical continuity during the crisis. With school reopening, the Project is providing support to prevent and protect beneficiary schools from COVID-19 contamination. The Additional Financing (AF) has been submitted for approval to the Regional Vice President (Africa Region). The AF will: (i) scale up the coverage of project interventions, through an increase in the number of beneficiaries beyond those supported under the original project; (ii) finance previously identified activities that could not be adopted under original financing due to budget constraints; and (iii) respond to the COVID-19 crisis through the provision of distance learning and training programs and preparation of school reopening. The Project’s closing date is expected to be extended to December 31, 2023 in order to ensure that all activities—those included in the parent project as well as the AF—are fully implemented. 6/30/2020 Page 1 of 9 The World Bank Implementation Status & Results Report Cote d'Ivoire: Education Service Delivery Enhancement Project (P163218) The Project Development Objectives (PDO)--increased access to preschool and improve learning outcomes in beneficiary primary schools in participating regions (Bagoue, Bere, Bounkani, Kabadougou, Poro, and Tchologo), as well as the implementation arrangements, will remain the same as in the original project. Progress by components/Sub-components: Component 1: Improving Conditions for Improved Learning Outcomes. Sub-component 1.1: Improving Community Pre-schools and Pre-primary schools in participating Regions: The construction of 117 Community Pre-school Centers (CPCs) has been completed and validated (114 at the end of December 2019, and 3 in February 2020). One hundred and ten (110) CPCs have opened during the 2019/2020 school year, and 7 new ones will open in September/October 2020. Educators and assistants are recruited for all the centers. The final training sessions are scheduled for August 2020 for: (i) staff from the 7 new CPCs (i.e., 14 pre- school educators and 14 assistants); and (ii) staff from the first 110 CPCs. Furniture and supplies have been delivered to all the centers. Only the ECD kits ordered and received by UNICEF will be delivered before the next school year. The administration of deworming is already effective in 186 schools (CPC and primary schools) but has been discontinued due to COVID-19. A training module specific to parenting is being developed by UNICEF in coordination with the Ministry and in line with National Manual. Following the outbreak of COVID-19, the Government announced the end of the school year for the pre-school level. The project teams were already preparing for the start of the school year by ensuring the reinforcement of health guidelines. Thus, handwashing image boxes are already available in all preschool schools, children and their parents will be made aware as soon as classes resume. The Project Management Unit (PMU) worked with the Directorates of Schools, High Schools and Colleges (DELC) to prepare support for the public Pre-primary as part of the Additional Financing. The World Bank Implementation Support Mission of May 26-28, 2020 recommended: (i) collecting information on the impact of COVID- 19 in the project's localities (CPC operations, household poverty, school dropouts, cognitive skills); (ii) defining, as quickly as possible, the quality standards of CPCs; and (iii) developing the strategy for the sustainability of the project's achievements and in particular the management of the various costs of CPCs after the project. Sub-component 1.2: Improved teaching and learning of reading and mathematics in beneficiary schools: The continuation of the Project's learning improvement activities was halted with the closure of classes as a result of COVID-19 pandemic. Thus, to continue the implementation of planned project activities, the Directorate of Education and Continuing Training (DPFC) has been mobilized for the development of distance courses (via radio/video/internet, pods/tablets). As at May 26-28, 2020, the production rate of the tablets was 100% (in reading), but these sheets have yet to be validated. With the announcement of the reopening of schools, it was decided to give priority to in-class activities and to focus on the resumption of teaching and preparation for the 2020/2021 school year. The ministry team will continue the production of the tablets and the planned distribution, for further introduction of distance learning programs as complementary to in-class activities. Regarding the monitoring of teachers, the first in-class observations were made in part before the schools closed. All Primary and Preschool Educational Advisors (CPPP) were equipped with tablets and trained to evaluate changes in class practice, but the dynamics started were halted by COVID-19 crisis. The apprenticeship evaluation (EGRA/EGMA), originally scheduled for May 2020, has been postponed until the start of 2020/2021 school year. The May 26-28, 2020 World Bank Implementation Support Mission recommended: (i) assigning CP1 teachers of 2019/2020 to CP2 classes in 2020/2021 to continue the learning started with students they know well, thus limit the potential negative impacts of the crisis on students' skills; (ii) thinking about new methods of teacher/training (particularly remotely), to be ready in the event of another crisis; (iii) studying the integration of new first-learning tools in national curricula; and (iv) collecting information on the impact of COVID-19 following the resumption of classes in the project schools. Component 2: Strengthening Management and Accountability in the Education Sector Sub-component 2.1: Citizen participation in school management: The dashboard (le tableau de bord) was delivered by the consultant with delays. The capacity of the inter-mediators on the exploitation of the tool has been strengthened, and 144 (out of 150) localities are now preparing for the practical organization (after COVID-19 crisis) of a citizen dialogue around its application. The central level, including the Directorate of Strategies, Planning and Statistics (DSPS) will be involved in data collection and processing to increase information sharing in a bottom-up rather than top-down approach. The May 2020 Mission recommended extending skills/capacity building to the remaining 6 locations as soon as possible for effective and widespread application of the tool. Sub-component 2.2: Results-Based Financing (School grants): The 150 schools received their grants to enable them to implement their action plans. Activity reports were being written and with the school reopening they would be available before the end of the extended school year (July 30, 2020). Since the results of the tests (Apprenticeship Evaluation--EGRA and EGMA) were not available to assess performance, it was decided to allocate the same grant amount per school for the 2020/2021 school year. Sub-component 2.3: Building Capacity in Public Education Policies and Service Delivery: The Ministry's Task Force has produced a policy note (2019) to care for children living with disabilities in schools in Côte d'Ivoire. This note has been submitted to the MENETFP office for approval and publication. The Education-Training sector's Response Plan to COVID-19 is the first Education Policy Note in 2020. It was discussed between the government and its partners prior to its adoption and publication by the Ministry on May 15, 2020. The third Policy Note will focus on teachers (Terms of Reference being developed). The joint Education-Training sector review, originally scheduled for May 18-20, 2020, was postponed to a later date, due to the COVID-19 pandemic. The Mission recommended that: (i) the Policy Notes be widely disseminated and communicated to foster dialogue among all stakeholders to assist in effective decision-making; (ii) the institutionalized Task Force has substantial means to enable it to fully assume its role; and (iii) a new date for joint review of the Education-Training sector be identified quickly. Component 3: Improving teaching and learning environment in beneficiary schools Infrastructure work for primary schools, which was expected to lead to improved teaching and learning conditions, and to achieve the objectives set, continued in 92 schools benefiting from the project--this was considered a priority in view of their plight. Component 4: Project Implementation and Monitoring and Evaluation Sub-component 4.1: Project implementation: Monthly project follow-up reports are available on time. The Project Management Unit (PMU) has been strengthened with the recruitment of the social development (safeguard) specialist. It was observed the communication activities that helped to publicize the project are ongoing (i.e., website www.papse.ci Facebook page, newsletters, press articles, broadcast on the TV channel RTI 1, campaign to raise awareness of schooling via 7 local radio stations). Sub-component 4.2: Monitoring and Evaluation: Technical and financial offers from several firms, for the beneficiaries' satisfaction survey, are being analyzed within the Project Management Unit (PMU). The survey is expected to take place in early July 2020 and the final report would be delivered early September to inform the Mid Term Review. The survey of the communities that will benefit from the Additional Financing has been completed, and the list of sites, for conducting the comparative assessment, is available.
