It includes the findings of the supervision mission carried out virtually from March 19 to April 16, 2020 and regular updates provided from the client until the present date. Overall progress towards PDO: The IP and DO progress continue to be rated Moderately Satisfactory, as reported below and in the key program rating section of this ISR. As May 2020, most of the 2019 DLI targets are on track. Following the 2019 reported results, if confirmed at verification, all infrastructure-related DLIs will be over 50% achieved except for the sustainability DLI targets. The sustainability-related DLIs, namely sustainable water connections and communes with maintained CWS status are behind schedule due to 2016 and 2017 implementation delays, but the 2020 working plan indicates their substantial progress this year (with planning of reaching 50% of program targets). However, with the expected extension of program (thus allowing 3 more implementation periods to take place: 2020, 2021 and 2022), all targets are expected to be achieved. Due to their closer relation, by achieving all DLIs, the PDO is also expected to be achieved. 2019 DLI achievement and verification process. The client has submitted comprehensive results report and all institutional DLIs have been verified and it was confirmed that all provinces have completed the implementation of Annual Program Plans, and Reports have been disclosed (DLI 3.1). For the BCC plans’ implementation (DLI 1.1) and Annual Capacity Development activities (DLI 3.2) most provinces have achieved the target. In the meantime, the verification of the “infrastructure-related” DLIs (1.2, 2.1, 2.2 and 2.3) have been resumed recently after being delayed by the COVID-19 outbreak. The verification is expected to be completed by August and the final results achieved will be reported in the next ISR. Expected results for 2020: For 2020 implementation period, high achievements are expected, including about 92,813 new/rehabilitated water supply connections (DLI 1.3) (100% of the 2020 target); 53,342 households with Sustainable Water Systems are expected to be achieved (50% of the total program target); 174 CWS communes (124% of the 2020 target), and 134 sustainable CWS communes (about 50% of total program target). This relates to the Risk that MoF may request to change the on-lending/on-granting arrangements with the provinces, and the provinces may have little fiscal capacity to bear with higher on-lending shares. If this risk is materialized, it may impact the PDO. MARD is currently discussing this issue with MoF and a decision should be issued in the next 2 months. Sector Strategies and Policies risk is reduced to Moderate since all policies and strategies are in place for a good project implementation. Institutional Capacity for Implementation and Sustainability risk is reduced to Substantial. The provinces have shown a good implementation capacity and results have been achieved consistency since 2018. However, there are still challenges in maintaining the sustainability of smaller water schemes, so the Risk is still substantial. Procurement implementation is progressing well. All 21 provinces have submitted procurement report which show that procurement of all verified schemes are in compliance with the PAP on procurement. There have been a few complaints cases related to procurement (see previous fiduciary section), which have been addressed and don't impose substantial risk to the PDO. In terms of FM, past Audits were submitted on time and acceptable to the Bank. Despite a lower-than-planned budget allocation for sanitation activities, the provinces are still managing to carry out the work satisfactorily. Hence, fiduciary risk is rated as Moderate. Other risk, namely Covid-19 pandemic has impacted the Program implementation, including (i) delays in verification field work due to movements restrictions; (ii) delays in capacity building and BCC activities due to restrictions in people’s gathering; (iii) delays in sanitation activities since health departments are focused on Virus-related activities; (iv) delays in construction for WSS due to limitation on workers travel and camps; (v) planning and budget allocation for sanitation component. However, activities have resumed at mid May and the provinces should be able to make up for the delays. However, there are risks of a second wave of infections thus leading to further implementation delays.
