Specifically the grant aims to address some of the key barriers that block these remote quilombola communities from improving their situations: (i) lack of or weak community organizations essential for collective action and prerequisites to access multiple programs; (ii) lack of access to information of all kinds; (iii) lack of appropriate and participatory technical assistance; and (iv) lack of experience with the preparation of community initiatives for external financing. Representatives from all three states participated. This project is designed to test methodologies for removing barriers and improving the access of these extremely poor and vulnerable ethnic communities to state and federal programs and projects, hence, it is directly contributory to the goal of eradicating extreme poverty in Brazil. The design of the project focuses on strengthening quilombola Public Disclosure Copy organizations, improving their access to information including internet, and providing specialized technical assistance, among others. The JSDF grants in each state are managed by the rural development units (linked to World Bank loans) and although the grants are small, totalling together US$1.9 m., the projects have already exceeded their original targets both for some results and at least one impact indicator*. What is most remarkable about these three JSDF projects are the larger effects they are having on quilombola issues in Ceará, Pernambuco and Bahia where they have contributed significantly to raising the visibility of quilombolaissues; forging partnerships among communities, state quilombola movements, and multiple government agencies; and leveraging additional resources. Some examples include the following. · Bahia # The JSDF has contributed to the recent creation of three Regional Quilombola Councils and a State Quilombola Council, and the insertion of quilombolaissues into state policies, programs and projects, such as Projeto Produzir and Projeto Gente de Valor; · Ceará # The JSDS has worked closely with the Quilombola Movement in the state; contributed to state-wide quilombola conferences; and the recent creation of the Instituto dos Quilombolas Rurais do Ceará (IQUIRCE); · Pernambuco # The JSDF has helped set the stage for the recent announcement by the Governor of Pernambuco that the state will prepare a State Quilombola Policy, which will include a decree for regularizing quilombola lands in Pernambuco and a stronger working agreement with INCRA, the federal agency responsible for quilombo titling. * One project impact indicator is an increase of 35% in the number of quilombola associations formed and functional, and both Ceará and Pernambuco have achieved a 40% increase while Bahia achieved a 60% increase.
