Feasibility studies in the first set of 12 collines are now underway and will determine the mapping of target project areas, types and extent of terracing, erosion control and landscape restoration work necessary, and the zoning of activities to be conducted on each colline landscape by other project contractors focused on community resilience activities (land certification, community mobilization, and farmer field schools), to be underpinned by colline-level action plans validated by target community beneficiaries. Related to the implementation of the three main components of this project, the following activities were realized during the reporting period. Under component 1: 3/5/2021 Page 1 of 7 The World Bank Implementation Status & Results Report Burundi Landscape Restoration and Resilience Project (P160613) A five-day training was organized by the University of Burundi with the University of Florence for technical support in landscape restoration targeting project staff and technical staff within MINEAGRIE. However, the University of Florence did not carry out a mission in Burundi due to the Covid-19 pandemic (now planned in March 2021), restructuring their planning of activities to start with remote training in September 2020. Under component 2: Under the largest project component #2 dedicated to landscape restoration works implemented on a target of 22 hills (collines), technical feasibility studies on 12 hills are underway (led by SHER). In addition, all key contracts for service providers, selected on a competitive basis, to support the various critical contracts for the start of restoration activities planned on the first set of 12 hills have now been finalized, including contracts for community mobilization (ONG ACORD), land certification (implemented by IGNIFI), as well as contracts with FAO (support for the training of farmer field schools) and Bioversity International (supply of plant genetics and support to community nurseries), have now also been signed and completed, with invoices already submitted by all contractors. Some other contracts have been launched by the PIU during this reporting period (acquisition of cattle for the production of organic manure for radical terraces) but were recalled to ensure seamless sequencing of project activities. By November 2020, main project activities were initiated in a coordinated and synchronous way on the ground (community mobilization, technical feasibility studies, restoration works including Bioversity contract and FAO farmer field schools, land certification) with safeguards, GRM and M&E frameworks operational and deployed in the field. Specific results to report are below: Feasibility studies are currently underway on the first set of 12 hills. The contracted technical firm, SHER, has shared an inception report in early January outlining their methods and expected results. The next results report from SHER will be available in March 2021, with quarterly activity implementation reports thereafter. All other contractors have initiated activities on the ground as per their contractual agreements (FAO, ACORD, IGNIFI, BIOVERSITY International), pending confirmation on target sites during the feasibility studies being implemented by SHER. Furthermore, colline-level action plans (detailing plans for landscape restoration) will be initiated and finalized in collaboration with the NGO “ACORD” for community mobilization; FAO has featured however delays in submitting their invoices, impacting project disbursement levels. The project team has been following up daily with both FAO-Rome and FAO-Burundi to ensure expedited submission of their invoices, as well as supporting the PIU in submitting WAs in time. Continued coordination across project contractors and coherent central progress monitoring by the PIU will be critical for the continued success of the BLRRP. As the project cruises to achieve full speed in its implementation, the project team will need to ensure the project continues to achieve adequate disbursements levels. The MoU with the Burundi Office for the Environment (OBPE) signed in May 2020 to support the establishment of nurseries producing agroforestry, forestry, and bamboo seedlings was extended in December 2020 to also include the supervision of demonstrative plantation activities in the 7 hills of the Buhinyuza commune and in the 5 hills of the Isare commune. The Bank had requested that plantation activities be implemented only after 1) the GRM is operationalized in the targeted areas and 2) overall alignment is ensured with main activities starting, including community mobilization and restoration feasibility studies. Results to date include: In Buhinyuza: 27.9 ha of eucalyptus were planted on lands, and 22.6 km of trees along roadways In Isare: 25.3 ha of eucalyptus were planted on lands, and 10 km of trees along roadways. In addition, 7.25 km of bamboo were planted along riverbanks. Progress report for the 1st month (January 2021) indicates mixed results in some sites due to weather conditions (heat) and some seedlings having exceeded the planting stage. Replanting will be scheduled on all sites with a recovery rate of less than 80% with the return of the rains expected in March and early April. Under component 3: Park maintenance and livelihoods activities are underway with OBPE in the three target Protected Areas (PAs)and their periphery. Equipment for OPBE’s eco-guards working in the 3 PAs were delivered (after being blocked at customs since December 2020 which will allow Park’s management-supported activities to resume. In the context of activities supporting alternative livelihoods, 6 nursery sites were established with a forecast of 320,000 maracuja seedlings and 160,000 Japanese plum seedlings produced. The identification of the beneficiaries of these plants is in progress on the hills bordering the protected areas. Regarding activities in support to Batwa communities, to date 1497 Batwa, including 1081 in Kibira NP, 352 in Ruvubu NP and 64 in Bururi NWA, were involved in work to demarcate the boundaries of Protected Areas, maintain firebreaks and tourist trails during the period from July to December 2020.
