Following the Government’s request, the Project will undergo a major restructuring to reflect confirmed implementation changes and include Additional Financing to cover the existing financing gap. Given delays with the preparation of required safeguards documents, a reasonable timetable for the finalization of safeguards instruments and the launching of resettlement by the recipient is expected and will be closely monitored by the Bank. Before the project restructuring and additional financing are approved, the project will continue under the current scope. The preparation of the Environmental and Social Impact Assessment (ESIA) for fire suppression is close to finalization and the Environmental and Social Management Plans (ESMP) should be finished before June 2021. The Resettlement Action Plan (RAP) is being prepared to guide the planning of phased resettlement and the prioritization of the community exposed to immediate risk of slope failure. It is extremely critical for the Government to advance with timely implementation of referred RAP which is a key milestone to achieve the project development objective at full. The procurement processes for the work and supervision of ship salvaging and shoreline cleaning are at advanced stages. Alternative Daily Cover (ADC) materials were replenished in May 2020 and continue to be applied in the landfills, resulting in better fire control and landfill management. A front loader and a bulldozer procured under the project are in operation for daily landfill management. The procurement of a waste compactor is underway. A draft National Solid Waste Management Strategy has been prepared and shared with the Government in mid- November 2020. Implementation challenges exist around the landfill component, due to the need to resettle vulnerable households as per referred RAP. The COVID- 19 pandemic also causes delays in equipment procurement, provision of maintenance repair, and consultants’ visits. The project team continues to engage proactively with the counterparts and will resume the physical supervision activities once travel restrictions are lifted. The baseline was collected in the Air Screening Exercise carried out in Aug. 2018. In the Air Screening Exercise, Personnel samples were placed in track hoes while operators performed activities Comments: that were reported to be typical of a work day managing incoming municipal solid waste and hurricane related debris. Test stations were set up in the cabs of heavy equipment behind the operator’s chair, with the intakes of the sampling media drawing air from head levels near the breathing zone (approximately one foot from the operator’s face).
