The Project would also improve access to socio- economic services for local communities in the project area and build WAPDA’s capacity to prepare future hydropower projects. This would be achieved by installing a 2,160 MW hydropower plant on the main Indus River, which can be expanded to 4,320 MW in future at very low cost. The Credit Agreement between the government and International Development Association (IDA) was signed on August 25, 2014. The IDA credit is structured in two portions SDR 122.8 (USD 190.3 million equivalent Cr. 5497) and SDR 256.9 million (USD 398.1 million equivalent Cr. 5498). WAPDA is expected to contribute about US$600 million to the project. The IDA credit funds would primarily be used for project supervision, implementation of social and environmental management plans, and preparatory works such as relocation of Karakoram Highway (KKH), access roads, offices and colonies. WAPDA funding would supplement the same expenditures and would be used in outer years of the project when IDA funds are used. In addition, WAPDA funds would be used to meet counterpart funds for the main works if needed. Financing for the major works i.e. main structures, and power house and diversion tunnels, as well as mechanical and electrical equipment would be raised commercially on the balance sheet of WAPDA with credit enhancement provided by the Government of Pakistan and the World Bank. DHP-I will be financed with a number of IDA Credits and Guarantees in a sequenced manner to support the commercial financing of a large public hydro power generation project. This innovative model for financing DHP-I will help Pakistan in accessing international markets as it develops a larger pipeline of hydropower projects going forward. The project implementation is off to a very good start, with considerable progress in essential startup activities. All key positions of project management unit have been filled, contract with construction supervision consultants has been finalized, pre-qualification applications for the two major contracts – construction of the main hydraulic structure and power generation facilities – are due by October 31, 2014, and bids have already been invited for the preparatory works including one portion of Karakoram Highway (KKH) relocation, transmission line from Duber to support construction activities and construction of offices and colonies. Social program has started in the field; in particular, the Deputy Commissioner has formed a Project Management Unit (PMU) for resettlement & land acquisition and substantial surveys on the ground to mark up land property ownership has been completed.
