No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING I. Project Status 1. The Project was approved in 2011 for US$115 million and received an Additional Financing in May 2018, of US$50 million. The Project Development Objective (PDO) is to increase private investment, employment generation, and agricultural production in the Project Area. It includes three components: (1) Improvement of Institutional Capacity for Better Zone Management and Investment Climate in the Project Area; (2) Development of Critical Infrastructure; and (3) Development of Critical Services and Direct Support to Smallholders and Small and Medium size Enterprises (SMEs). A major milestone for the Project was the completion of an irrigation canal network (20 km length) in September 2018. More achievements are recorded in 2019, and the first semester of 2020. The details are presented in the section II “Project Achievement “of the Restructuring Paper (RP). 2. The Project’s current closing date is November 30, 2020. By that time, the Project age will reach the 10 years’ mark. However, the Project is experiencing substantial delays in implementing the following activities: (i) improving the connectivity of the Bagré area by upgrading the rural and paved roads to link to the key markets such as Ghana and Togo (24 months are needed to complete this work) and (ii) extending the electric power network (16 months). To date, none of these activities have been launched. These critical activities cannot be completed before the project’s closing date. Thus, these activities will be cancelled as stated in the Bank’s response to the Government request, on April 20, 2020, for a project closing date extension. To complete the remaining project activities by the end of November 2020, the Project Implementation Unit (PIU) elaborated a rigorous action plan backed by a procurement plan and a disbursement forecast. Also, the PIU is in the hiring process of an additional Procurement Specialist to support the Team on the procurement aspect. 3. During the final Project supervision Mission in June 2020, the Team assessed the Project implementation status and remaining activities (except the ones on paved roads and electric power extension). The total Project disbursements amount to US$109 million or 74 percent of total Project financing. The Project has committed 35 percent of the total The World Bank Burkina Faso - Bagre Growth Pole Project (P119662) Additional Financing (AF) budget and effectively disbursed 16 percent of AF (US$8 million). Disbursement forecast is enclosed at the end of the RP. 4. The is no overdue audit reports. Project achievement 5. The Project supported: (i) development of nearly 2,400 hectares of irrigable land for the benefit of 1,279 farmers and agro-investors; (ii) elaboration and adoption of the master plan for public utility area of Bagré; and (iii) implementation of the resettlement action plans for the Project affected population which allowed the payment of compensation in the amount of US$12.2 million. As a result, the agricultural and horticultural production in the project’s focus area has been increased for 11 percent from 157,867 tons to nearly 174,000 tons. 6. The recent result framework as of June 2020 proves a significant progress towards the PDO achievement. All the PDO indicators have been met for at least 70%. 7. More specifically, the AF main achievement are the following:  Established effective investment promotion and facilitation system: (i) Developed the communication strategy for investment promotion agency and updated the Bagrépôle communication plan. (ii) Recruited two assistants to boost the investors’ attraction activities and strengthen the capacity of the Burkina Faso Investment Promotion Agency (ABI). (iii) Updated the WEB sites of the Investment Promotion Agency (ABI) and Bagrépôle to allow investors to have access to information on the incentive measures (tax and customs), measures to simplify procedures and mechanisms for allocating and managing land; The World Bank Burkina Faso - Bagre Growth Pole Project (P119662) (iv) Designed and operationalized the investor and investment project monitoring system. (v) Developed the Bagrépôle strategic plan. (vi) Developed the ABI strategic plan. (vii) Selected 20 agro-investors, including eight pilot investors settled in 2013.  Improved investment climate: (i) Developed a diagnostic study on the business environment and a five-year plan; the report was examined by an inter-ministerial monitoring committee. (ii) Validated eight drafts of decrees for procedures’ simplification which are in process of adoption by sectorial ministries representatives, private sector institutions, associations and professional orders.  Implementation of land management system : (i) Reallocated 1,279 project-affected people (PAP) including 527 women to 2,582 hectares of land developed by the Project. (ii) Completed the demarcation and registration work for the new and old lands. (iii) Constructed and rehabilitated the socio-economic infrastructure including: 770 parcels, 32 boreholes, 12 warehouses for storage, three health centers; 12 collective latrines and 10 processing units for agricultural products have been specifically targeted for women.  Rural roads (unpaved roads) are being upgraded: (iv) Launched the construction of unpaved rural roads (early May 2020). (v) Developed a plan to complete all 102 km of these roads in October 2020. 8. In terms of direct support to SMEs, the Project supported 918 projects for a total amount of US$8.5 million through the matching grants. These grants were aimed at: (i) supporting capacity building, and commercial promotion; and (ii) providing financial support to SMEs in the targeted sectors. As a result, direct support to SMEs facilitated strategic partnership between SMEs and service providers such as Banks and ICT companies. This partnership facilitated the establishment of 95 service providers (banks, ICT Companies, other services providers, etc.), contributing to creation of an estimated 13,471 jobs in the Project area. In addition, the partnership with the newly created and established financial institutions (banks and microfinance institutions) raised US$18.4 million for loans to benefit companies supported by the Project. 9. Through the additional credit, the Project supported analytical works including developing a strategic plan, a monitoring and evaluation system, and a quantitative and qualitative survey on Burkina Faso’s investment potential, as well as financed the acquisition of logistics and computer equipment for the Investment Promotion Agency. 10. In terms of the first impact to affected populations, the Project supported resettlement and benefited more than 5,380 people, as well as supported socio-economic infrastructure achievements (mentioned above). The Project also positively impacted the associative, cooperative and entrepreneurial dynamic with a growing organization effort of economic actors and a demonstrable high client engagement, despite the limited capacity of implementing institutions. This achievement is a consequence of the awareness-raising activities conducted by the PIU antenna and representative in the Project area. The Project also provided direct support to 300 SMEs in the targeted sectors following an innovative cash transfer approach, for an average amount of US$ 3,785 per SME. This innovative approach is different from the matching grant based on the following: (i) matching grants need an own contribution by the firm, whereas cash grants do not; (ii) matching grants can only be spent on skills development and business support services, whereas cash grants can be spent on any item related to the productive activity; (iii) Project has compensated the affected and displaced people (due to dam construction in the Project activities), including: (a) community-consulted resettlement; (b) provision of improved, brick- and-mortar housing; (c) construction of social infrastructure such as community schools, and clinics; and (d) improved livelihoods. The environmental screening of projects was made for cash beneficiaries Micro, Small and Medium size Enterprises and the Business Associations (BA). 12. In coordination with a research team, a rigorous Impact Evaluation (IE), using the randomized controlled trial (RCT), is being done in order to assess the effects of the direct support to the SMEs in the Project area. A baseline survey was conducted in 2018-2019 on a sample of 1,200 SMEs (400 matching beneficiaries, 400 cash beneficiaries and 400 non- beneficiaries). A report on the baseline data is available. At least two follow-up surveys are necessary to complete this impact assessment, especially on jobs creation, productivity, innovation, investment. A cost data collection is also being implemented all along the Project implementation, to evaluate the cost effectiveness of the two interventions (cash grants and matching grants). The Impact Evaluation report is going to be completed by end-June 2020. In order to build a capacity of supported SMEs and share lessons learnt from the IE with the stakeholders, at least two dissemination workshops are planned. 13. Also, an additional Procurement Specialist is in the process of being hired, to support the PIU. This is to avoid additional delay. The World Bank and PIU agreed on a regular and timely follow up of project activities backed by regular reporting to the management. III. Rationale for restructuring 14. Component 1: Necessity to continue building capacity of the Burkina Faso Investment Promotion Agency (ABI). Capacity building activities of ABI are progressing slower than expected due to an insufficiency of staffing and organization. During last six months, ABI has been hiring strong and experienced consultants to boost the investors’ attraction activities. The Agency should carry out study trips, experience sharing and participation in international fairs. Building ABI’s capacity is critical to make the country more attractive for potential investors in the Bagrépôle area. 15. As a quick response to COVID-19 impacts, the Project will scale up activities to support directly beneficiaries aimed at supporting the resettled population developing knowledge on primary (agriculture) transformation. These activities are focused on revenue generation and bring a value-added to the population affected by the Project in the area. 16. Component 2. Sub-Component 2.4. Development of Project Roads: Delay in upgrading rural roads (paved roads). The paved roads’ construction requires 24 months to be completed, which is beyond the Project closing date. Nothing has been spent to this sub-component to date. 17. Sub-Component 2.5. Development of Project Electric Power: Delay in upgrading the electric power network. There is a delay in contracting the electric power network upgrade, and the estimated time for the completion of all these activities and commissioning is 16 months which is beyond the Project closing date. Nothing has been spent to this sub- component to date. 18. Given this required time, and in line with the Bank’s response to the Government’s request for the Project closing date extension, the paved roads under the Sub-component 2.4 and the electric power network upgrade under Sub- component 2.5 will be cancelled. The PIU has elaborated an action plan backed by a procurement plan and a disbursement forecast for the remaining activities to complete the outstanding activities. 20. There is no safeguard pending for the amount to be canceled. II. DESCRIPTION OF PROPOSED CHANGES 21. The Team recommends a Level 2 restructuring to streamline activities and ensure the achievement of the PDO by: a. Cancellation of the following activities: i. The paved roads’ construction under the Sub-component 2.4 and associated funds in amount of US$20.04 million. ii. The electric network upgrade under the Sub-component 2.5 and associated funds in amount of US$3.52 million. 22. All the activities (such us feasibility study) to be done before the construction of paved roads and the electricity power extension are kept. a. Refocusing remaining activities on the highest priorities: i. Continue supporting activities to promote SMEs and private sector attraction in the project area; supporting the capacity building of ABI in terms of staffing, management and organization and strategy to attract more investors (Public Private Partnership) in the project area; ii. Scaling up activities to support direct beneficiaries aimed at supporting the resettled population in developing knowledge on primary (agriculture) transformation, as a quick response to COVID-19 impacts. iii. Focusing on the construction of rural roads with a regular follow up b. Building on the agreed implementation and disbursement plan based on a procurement plan. 23. This is the fourth Level 2 restructuring. The previous three ones were processed on May 31, 2016, January 18, 2018 and April 26, 2019.
