The program establishes the main foundation for a State partnership between the Government of Kerala and the World Bank for policy and institutional reforms based on two pillars; (i) enhancing Kerala's institutional and financial capacity for managing disaster risks and climate change and (ii) mainstreaming disaster and climate resilience into critical infrastructure and services is being implemented. The first development policy operation supporting the State Partnership was approved on June 27, 2019, became effective on August 21, 2019, and disbursed the full amount of US$250 million on August 27, 2019. All Prior Actions have already been achieved before approval and the reform agenda is progressing satisfactorily as defined under the first operation. The Government of Kerala has already started working on the second operation in the series which would deepen the reforms. The World Bank is supporting the Government with a robust technical assistance program covering all sectors and with potential investment support for critical ones.
