It became effective on August 7, 2013. The closing date is June 30, 2020. The development objective is “increased access of the poor to youth employment opportunity, social services, and strengthened social safety net system in the participating states”. The support operation has four composite components. The first component is institutional strengthening and enhancing the capacity of a central social safety net platform in each participating state and at the Federal level. Three interventions that rely on the social safety net platform constitute the remaining components of the operation. They are: a public workfare program (Component 2); a skill for jobs scheme (Component 3); and a Conditional Cash Transfer program (Component 4). YESSO has been effective for about 21 months and there continues to be good overall progress in implementation, but with major effort required to ensure accelerated program interventions. The main achievement of the operation during this period is the completion of the first round of the Single Registry SR - cleaned and corrected, as well as production of comprehensive reports on the first round of the Community Based Targeting process undertaken in each of the participating States. YESSO is now active in eight States, as Kogi State became the effective in addition to the initial seven States, including Bauchi, Cross River, Ekiti, Kwara, Niger, Osun and Oyo. Meanwhile, Gombe, Kaduna and Zamfara States have also expressed interest to participate in YESSO, and their eligibility assessments is being considered by the Task Team. It is only in Cross River State SOCU, that the operation modality is below optimal and need to be checked with the new government administration. Bauchi State SOCU is also yet to formalise relations with Project Implementation Units or Agencies. The current Single Registry SR databases consist a total 133,958 individuals in identified 25,200 poor and vulnerable households, across 1,260 communities in the seven States. FOCU is to organize a national launch of the SR, while the SOCU have been encouraged to launch the YESSO and the SR at the State level before the next supervision mission. Given that the first round of the SR is now ready for use, there is basis for the PIUs to select their first rounds of beneficiaries for the program interventions in PWF, CCT and S4J. As agreed on the program interventions the State governments need to make fund available to the PIUs to be able to pay stipends to the beneficiaries selected from the SR and support their operations. The current limited resource profile of many of the States constitute a major challenge in this respect. The World Bank task team is to explore possible options along with Federal and State Governments.
