The specific objectives are: " Increase disclosure of contracting information in the targeted districts in the agriculture, education and health sectors in Uganda. Project implementation is progressing well. Total grant disbursement to date is USD$520,000 (80% of the overall grant, USD$650,000), with a balance of $130,000. 2. Result Area 1: Disclosure of contracting information increased. The project accessed and reviewed the information contained in a total of 135 contracts (Nakaseke-14, Mityana-7, Mubende-52, Nebbi-31, and Ntungamo-31. Five (5) contracts are from the Ministry of Education and Sports - World Bank funded GPE project and cover the construction/renovation of 16 schools. Three (3) contracts were from the Ministry of Health under the just concluded World Bank financed UHSSP, covering hospital construction/renovation. The project has accessed 18 Local Government funded contracts under the Ministry of Agriculture Animal Industries and Fisheries (MAAIF) from the districts of Ntungamo (14) Nebbi (2) and Mubende (1). The World Bank UG Enhancing Accountability & Performance of Social Service Contracts (P150872) Recommendations made during the review have been adopted by the local governments and MoFPED and open contracting was included in the principles for the amendment of the PPDA Act. These were approved by Cabinet with a proposition to strengthen disclosure and public participation as per the project’s recommendation. 3. Result Area 2: Public participation/citizen engagement in contracting processes improved. A total of 52 multi-stakeholder engagement meetings have been conducted with the participation of72 CSOs. Citizens continue to participate in monitoring contract execution processes. There are increased requests for support and guidance on how to follow up construction specifications allowing citizens to keep an eye on the construction sites and demand for accountability. Following AFIC’s recommendation and approval by the Ministry of Education and Sports, communities now receive information on materials and other contract information on time. 4. Result Area 3: Non-compliance with contracts/ problems identified during monitoring activities There is increasing compliance with contract information, 30% of the recommendations that were identified and communicated to the respective agencies have been implemented. Furthermore, principles for the amendment of the PPDA Act were approved by Cabinet with a proposition to strengthen disclosure and public participation as per the project’s recommendation. Drafting of the amendment Bill is being done by the First Parliamentary Council before public consultations. 5. Result Area 4: Capacity of Citizens and civil society strengthened A total of 812 citizens have been trained, and capacity has been strengthened. 72 individuals are leaders of CSOs and Community organizations. The community monitors have the ability to train others and engage leaders for change in their communities. 6. The Implementing agency continues to lobby for contracts under MAAIF, with a decision to review non World bank financed service delivery contracts. 7. The project continues to show positive results albeit still with challenges of accessing projects in the Agriculture sector. The project implementation agency (AFIC) has been supported to meet with the Ministry of Agriculture Animal Industry and Fisheries (MAAIF) and try to access service delivery contracts under this sector. 8. The initial plan of using World Bank Financed projects in the three selected sectors (Health, Education and Agriculture) as entry points could not be maintained as these projects were not yet effective, and those that were active did not have ongoing service delivery contract to be reviewed and monitored byAFIC. With regard to MAAIF, the restructuring of NAADS changed its implementation format and meant that monitoring of this could not done as part of the project. The project has therefore proceeded with looking at contracts for service delivery projects funded by the Government of Uganda. The Africa Freedom of Information Centre - the implementing agency - has requested a nine (9) month no-cost extension of the closing date from December 10, 2018 to September 10, 2019, to complete project activities and ensure all accessed contract reviews are completed and all funds utilized effectively. 10. The project has no overdue audits at present time. II. DESCRIPTION OF PROPOSED CHANGES After receiving a detailed action plan with adjusted activities and implementation timelines, the team proposes extending the Project’s closing date for a period of nine (9) months to September 10, 2019.
