Name of project: Project for Results in Early Childhood and Basic Education (PRECBE). 1. Having regard to the objective of the project that aims to improve the quality of pre-school and basic education and the level of access to it, and to increase the capacity of the education system with a view to improving results. 2. Guinea will ensure that the project is implemented in accordance with all relevant national legislation and the World Bank's Environmental and Social Standards. This Environmental and Social Commitment Plan (ESCP) sets out the most important aspects of the critical measures identified; the details of these measures are included in the environmental and social management documents already published. 3. As required by the Plan and the legal agreement, implementation of the significant measures and actions set out in this plan, along with payment and monitoring systems, will be monitored by Guinea and reported to the World Bank. The World Bank will also monitor implementation. In addition, it will monitor and assess the progress and completion of the significant measures and actions identified throughout the implementation of the project. 4. As agreed by the World Bank and Guinea, this ESCP may be revised from time to time during the implementation of the project with the prior written agreement of the Bank. Any revisions shall reflect the responsive management of any changes and unforeseen circumstances which may arise as part of the project, or in response to the assessment of project performance carried out in relation to the ESCP itself. For example, the project team may also draw up an Environmental and Social Management Plan and/or a social management procedure to mitigate negative environmental and social impacts which may arise during project implementation. In such circumstances, any changes will be agreed between Guinea and the World Bank, and the Environmental and Social Management Plan will be updated to reflect these changes. Agreement regarding changes to be made to the ESCP will be recorded by means of an exchange of letters between the Bank and Guinea. Guinea will issue the updated version(s) of the ESCP without delay. 5.
