The program of training under Component 1 (Transferring Knowledge to the Rural Sector), is resulting in improving the knowledge and skills of participating farmers, entrepreneurs, municipal advisors and national extension staff in developing good quality investment plans and grant applications for support under Component 2. 3050 farmers and agro-processors have been trained thus far. About 160 extensionists/advisors have been trained to help the agro-rural population prepare sound business plans and apply for rural development grants. Increasing numbers of farmers and agro-processors in the livestock and horticulture sub-sectors are making investment decisions based on the rural advisory services support provided under the project. Several study tours/visits to countries in the region (Macedonia, Albania, Croatia, Italy and Turkey) have been organized to enable farm operators/agro-processors to learn from the experiences of other agri-food producers and processors. These exchanges focused on introducing the groups to advanced practices/technologies in their particular sub-sectors with the aim of educating and informing them on opportunities for promoting growth and competitiveness in their sub-sectors. The Rural Development Grant Program (RDGP) under Component 2 is successfully underway. Overall, the number of beneficiaries receiving grant support (647) has already exceeded the end-of-project target (552). Investment support through the RDGP is contributing to improving growth and productivity in the livestock and horticulture sub-sectors, creating both short-term and long-term employment in these two sub-sectors and improving incomes of participating farmers and agro-processors. An increasing number of livestock farmers are producing better quality milk that fetch a higher price in the market, entering into contracts with dairy processors, as well as undertaking small-scale processing (such as cheese) to supplement their incomes. The project has helped to expand the area under orchards (by about 250 ha), funded several new greenhouses and provided support for storage and processing facilities (both for dairy and horticultural products). The ongoing success and relevance of the project is evidenced by the continuing interest of potential beneficiaries to pre-finance investments as well as the government's increased budgetary allocation to the development of the horticulture and livestock sub-sectors (as outlined in its National Agricultural and Rural Development Plan 2014-2020). The objectives and achievements of the project have also attracted additional donor support. DANIDA provided approximately US$9.28 million in September 2013 to scale up the reach and impact of the rural development grant program and an additional US$1.93 million in December 2015 to expand such impact. In response to a request from the Ministry of Finance for additional IDA support in the agri-rural sector, the Bank team, in consultation with relevant counterparts, is preparing an Additional Financing (AF) to the ongoing project. It is envisaged that the AF will support the project's existing activities as well as two new components: (i) Irrigation; and (ii) Strengthening the Horticulture (Fruits and Vegetables) Value Chain. The AF is expected to be approved before June 30, 2017 and implementation to commence upon Parliamentary ratification. Investments under Measure 103 (processing) are ongoing. Investments under Measure 101 (primary production) have largely been completed and sub-project results reports are still coming in.
