Implementation Status and Key Decisions
The Project in the amount of US$55.40 million (including US$48.4 IDA Grant and Strategic Climate Fund US$ 7m) was approved by the Bank on June
20, 2017 with the objectives to: (i) reduce urban flooding and enhance resilience in the city of Cap-Haïtien; and (ii) improve the capacity of six
municipalities in the Cap-Haïtien metropolitan area to plan, finance and deliver basic municipal services and management. The Grant Agreement was
signed on June 29, 2017 and effectiveness is awaiting the reception by the Bank of the Legal Opinion from the Government confirming, on behalf of the
Recipient and Project Implementing Entity that the legal agreement to which it is a party has been duly authorized or ratified by, and executed and
delivered on its behalf and is legally binding upon it in accordance with the agreement’s terms.
However, despite the fact that the project is not yet effective, implementation readiness is ongoing with the: (i) drafting of ToRs for the hiring of the
project team in Cap-Haitien, (ii) identification of the project office in Cap-Haitien, (iii) continuing the work on finalizing the ESIA and RAP, and (iv)
preparation of key ToRs for technical activities under the project components.
