The objective of the project is three fold: (i) strategic clients gain knowledge in, and the motivation to use M&E methods, approaches, tools, and findings; (ii) other M&E capacity providers gain knowledge on evaluation capacity development (ECD) from CLEAR’s experience on what works and what doesn’t work in ECD; and (iii) the CLEAR Center works towards achieving institutional and financial viability. Currently, the Center is seeking to broaden its reach and partner with key institutions in the region, in order to boost policies, programs, and interventions that can help enhance M&E in the region. To do so CLEAR LAC has been in the process of implementing a two-pronged approach: (i) developing and implementing an institutional capacities assessment/diagnostic for the national agencies, departments, or ministries engaged in social development in 19 countries, and (ii) partnering with key research institutions to help in developing contextualized strategies to foster in-country M&E capacities. Building on CLEAR LAC’s 2015 National Evaluation Systems Outlook findings, the Center developed a framework to assess M&E capacities at the organizational level and applied it to social policy ministries/agencies in 19 countries. In collaboration with these agencies, CLEAR LAC has tested this framework to help identify priorities and opportunities to support ECD. This is part of a multi-year process to help governments gain the capabilities needed to achieve their SDG targets, however the Center has made substantive progress in the effectiveness of this assessment tool. Through the implementation of the annual Latin America Evaluation Week (now gLOCAL Evaluation Week), CLEAR LAC gained exposure to several national M&E institutions, government agencies, development institutions, CSOs and private sector representatives. The Center has successfully leveraged the relationships with these stakeholders to raise awareness around the role of M&E and to ultimately promote the use of evidence.
