Regional Component (implemented through MRC Secretariat): The component was closed in December 2019 following successful completions of all planned activities. Key achievements and lessons learned from the transboundary projects supported under the component were showcased in the 7th Regional Stakeholders Forum on Transboundary Water Resources Management held in Bangkok in May of 2019 and the project closing workshop in Luang Prabang, Laos PDR in November 2019. National components (Components 2 & 3), implemented through MONRE and MAF. As of May 9, 2020, the cumulative disbursement to the Additional Finance Credit IDA-61180 were USD 11.58 million (or 46.0 %) of the total financing of USD 25 million. Key highlights of the implementation include: Component 2: National Water Resources Management The core project activities for Component 2 include: 1) Water Law and Regulation, 2) Water Quality and Eco-system Monitoring, 3) Water Resources Analytics, 4) Hydrological and Meteorological Services. Good progress has been made on some activities since the last supervision mission in November 2019, and the equipment for the water quality laboratory was delivered in March 2020. The implementation of other key activities has been slow and further delayed by the impeding COVID-19 crisis. Component 3: River Basin and Aquatic Resources Management The core project activities for Component 3 include: 1) River Basin Management, 2) Sustainable Irrigation and Flood Management, and 3) Fisheries Management. Key achievements so far include the rehabilitation of 19 irrigation schemes and 15 flood gates, the formation of fifteen fisheries management committees, completion of basin plans for Xe Bang Hieng and Xe Bang Fai, among others. The implementation of other key activities such as river basin planning, groundwater and river infrastructure has been slow and further delayed by the impeding COVID-19 crisis. Despite of some good progress made since the November 2019 Mid-term Review, close attention from MONRE is still needed to accelerate the implementation of key project activities. Owing to the COVID-19 pandemic and lockdown environment, it is expected that most of the ongoing activities be affected. The Project is preparing contingency plans and mitigating measures to limit the impact of the COVID-19 crisis. XBF, and 2. for XBH. The contract for River Basin Planning firm were awarded and the firm is now supporting DWR in identifying options for engaging stakeholders to inform the planning process. For progress on the groundwater management plan, international and national specialist contracts were awarded and work plans are under preparation. Indicator 3: Number of new or upgraded DMH hydromet stations that produce information that is applied for water resources management. 25 stations have been upgraded or installed by the project under the original financing. Further 35 stations will be upgraded or installed, under a joint procurement with the Lao Southeast Asian Disaster Risk Management project, to monitor hydromet conditions for water resources management which is expected to commence in May. Indicator 4: Area provided with irrigation and drainage services (ha) (Hectare(Ha), Corporate) has been achieved. Indicator 5: Number of functional Fishery Management Committees (FMC). Formal (re-)approval of the plans is completed , including provision of MCS equipment. Trainings are expected to be completed by June 2020 to form fully functioning FMCs,. It is deemed highly likely that the target set for this indicator will be met before the end of the project. Key updates on the Intermediate Indicators for the last three months including: Indicator 4: Number of sites in priority river basins where NEREI conducts water quality monitoring. The indicator is on track to be met by project closing. Water quality monitoring is currently carried out four times per year at eleven sites spreading across three river basins: Xekong, Xechamphone wetland and Lower Nam Ngum. Biological parameter is one of the criteria. The monitoring has not been started, but the preparation for it is undergoing. Sites selection for biomonitoring was completed. The project expects to update 4 existing modelling packages and develop 3 additional modelling packages and apply all 7 modelling packages to support river basin management. So far, the modeling has been updated for 4 river basins (XBF, XBH, Xedone and Xekong), but has not yet been applied to support WRM activities. Data at local level for the modelling packages were updated to 2015-2017, which is considered good enough for model. Indicator 7: Number of regulations piloted at the basin level. The project is providing advisory services on the development of River Basin Decrees, the National Water and Water Resources Management Strategy and regulations to support implementation of the Water Law. The preparation of the decrees, strategy and regulations is on track. Indicator 13: Number of new or rehabilitated, functioning fishery hatcheries. Three existing hatcheries have been renovated and are now operational producing fingerlings of indigenous species. Technical and business planning support to three rehabilitated hatcheries remains ongoing. Additional civil works are necessary at Attapue fish hatchery.
