Triggers from Phase 2 to Phase 3: Triggers from Phase 2 to Phase 3 have been met. Phase 3 will therefore consolidate the accomplishments of Phase 1 and 2 of the Community Based Rural Development Program. It will enhance the capacity of rural communities anddecentralized institutions for the implementation of local development plans that promote sustainable land and natural resources management and productive investments at commune level. This will be achieved by (i) pursuing and completing the work on institutionaldevelopment and capacity building initiated in Phase 1 and 2; (ii) implementing the rural land tenure reform law which was promulgated under Phase 2 and enhancing local dispute resolution; and (iii) social, economic and environmental investments at the commune level to reach a sustainable level; while promoting environmental sustainability in the targeted zones. Phase 3 will provide 302 ruralcommunes and the 13 regional communes with capacity building to enable them to take the lead in local development challenges and togovern in a participatory and transparent manner. Ownership of the project is effective at both Coordination Units level (regional and national) and rural communes’ level; lessons and experiences of the two previous phases are valued; rural communities now anticipate in planning activities that require a lot of time in their processes such as procurement. Rural communities have worked to strengthen their partnership with decentralized structures of the Public Treasury and Finance Ministry; this promotes faster processing of their financial records. In the implementation of the activities of the components, the mission identified two areas in which it recommends to accelerate the implementation i) Land tenure security and ii) Activities of Natural Resources Management including reforestation at municipal level; For securing land, now, all technical tools are developed and validated at the national level; the 150 targeted rural communes by the project for this activity need strong support to establish their “ Services fonciers communaux” and “Commission foncières villageoises and commissions of conciliation” at village level; this step is crucial in the progression to deliver acts of land security. Regarding the activities of natural resources management, it is necessary to complete at the earliest the selection and signature of protocols for implementation by NGOs, and local based organizations; seasonality of some activities require compliance with strict timetable.
