The program was scaled up within two years to 440,000 beneficiaries of which 70,000 receive Direct Income Support. 60% of beneficiaries are women. 152,703 bank accounts have been opened for previously financially excluded households. The beneficiaries have already saved US$ 8.7 million. In addition, 58,000 direct support (DS) beneficiaries have been linked to free health care and education services through MoLSA’s case management services. And the first wave of beneficiaries (51,000 households) have developed their business plans for using the forthcoming livelihood grants of US$ 500 per household. The mid-line impact evaluation of the public works component[1] shows that beneficiaries have increased their incomes and savings, improved mental health (less depression, less anxiety, and higher score of self-reported well-being), and improved neighborhood quality (cleanliness, security). However, no impacts were found for DS beneficiaries probably due to the low cash benefit they receive, and overall, no effects were found on consumption, indicating that the income is largely saved. Despite these achievements, some elements of project implementation need to be improved. This includes the delayed Livelihood Component, and the capacity constraints at federal and city level, notably in procurement and M&E.
