Preamble 1.1. General Introduction Coastal Cities Environmental Sanitation pf(:~ject funded by World Bank aims at improving the environmental santiation conditiosll in three cities of Nha Trang, Quy Nholl and Dong Hoi. The project includes 6 main components as follows: 1. Drainage and wastewater collection 2. Wastewater collection and treatment 3. Capacity building on solid waste management 4. Resettlement and site clearance 5. Revolving fund to provide financing for household sanitation improvements o. Capacity building and project implementation Scope ofNha Trang City sub-project is the urban area with the urban area of 78,194 2 km and divided into 2 phases: - Phase 1: From 2007 2011 - Phase 2: From 2008 - 2013 School Sanitation Programme aims at supporting schools in the project area with capital for investing in improving and upgrading or newly constructing sanitation works for schools. Phase 2 of the programme was completed and operated and sanitation conditions in schools have been improved considerably_ Pha"ie 2 of the sub-project is planned to newly construct and improving santiation works for 20 schools in Nha Trang City, however because the capital source is not enough so this phase will aim at newly constructing sanitation works for 10 schools and adding some sanitation equipments for schools which already have sanitation works constructed in phase 1 of the project. Total schools to be invested in this phase as follows: 1. Phan Sao Nam Secondary School 6. Phuoc Roa 1 Primary School 2. Vinh Rai 1 Primary School 7. Thai Nguyen Secondary School 3. Vinh Nguyen 2 Primary school 8. Mai Xuan Thuong Secondary School 4. Ly Thuong Kiet Secondary School 9. Ruong Sen Kindergarten School 5. Vinh Tuong Primary School 10. Khanh Roa Vocational Guidance and General Technical Centre During the implementation of Component 5 of the SUbproject. there are some negative impacts on the environment, living and studying conditions of the pipuls and teachers at these schools, especially during the construction period. Thus, the preparation of Environmental Management Plan (EMP) is an important and neccessary activty to ensure the stability of the environment around the project area and supporting for the getting approvaL The Environmental Management Plan for component 5 of Nha Trang City Sub-project in phase 2 is prepared in accordance with requirements of the OP4.01 Policy Safety Policy on Environment of the World Bank. It includes impact mitigation, monitoring and institutional measures to be carried out during the implementation and operation of the project to mitigate 3 Environmental Management Plan (EMP) Lavic Consultant, January, 2011 Coastal Cities Environmental Sanitation Project (CCESP) - phase 2 Nha Trang Cit), Sub-project Component 5 - School Sanilation Programme negative impacts on environment and society, and remove or reduce to the allowable limit during the project implementation. 1.2. Current state of the school sanitation 1.2.1. Phan Sao Nam secondary School There are two existing separate toilets: toilets for teachers and toilet,> for pupils. The students' ones were in serious degradation, in particular: the floor, walls cracked, sanitation facilities damaged; cause polluting the surrounding environment and negative impacts on the hving and sanitation conditions, health and psychological use of latrines of students. There are 885 students but only 07 bases, but they do not meet the minimum hygiene requirements for children. 1.2.2. Vi1lI, Hai Eleme1ltary school 110.1 There are 434 students and 48 teachers but only 01 smal1 toilet (24m2), which inc1udes 01 area for women with 03 toilets and 2 lavaboes and 1 area for male with 1 toilet and 01 net for teachers .. \Vith the limited number of faciJities, the sanitary requirement is not enough for students and teachers. Toilets were built at long time ago, the floor, walls have crack phenomenon, roofs are dilapidated, environmental hygiene is not ensured. 1.2.3. Yinh Nguyen Primary School no. 2 It has the toilets for students (01 for male + 03 rooms for female) and a common area for male and temale teachers. With a total of 600 students and 32 teachers, the current number of facilities does not meet sanitary requirements. The toilets were built long time ago and sanitation equipments has been degraded. The floor was damaged, especially in the area for students. The area surrounding the toilet area frequently contaminated annoying students. 1.2.4. Ly Thuo1lg Kiet secondary School Currently, the school has 800 pupils and 50 teachers. Teachers' toilets are arranged together in the same area. Because the toilet was oJd, the floor has the phenomenon of subsidence. The walls and septic tanks were cracked and the other toilets are not built properly so now, the situation is contaminated annoying for teachers as well as students whenever using the toilet. 1.2.5. Yinh Truong Eleme1ltary School There are 927 students but only 01 toilets with toilet 07 tanks which were built a long time ago, many equipments are damaged, number of toilets is restricted, not enough for students as well as teachers. 1.2.6. PI,uoc Boa Primary School no.1 School has 863 students, but currently, there is only 01 toilet area for male students with 06 rooms; 01 for women with 06 rooms. 4 Environmental Management Plan (EMP) Lavic Consultant, January, 2011 Coastal Cities Environmental Sanitation Project (CCESP) - phase 2 Nha Trang City Sub-project Component 5 - School Sanitation Programme This area has the phenomenon of subsidence, walls have been cracked ... which is dangerous for students and teachers. 1.2.7. Thai Nguyen secondary School Locating in the center of Nha Trang City, Thai Nguyen secondary school whose number of pupils is relatively large (over 2,000 pupils). But there are only 02 toilets and 01 for the classroom to Nguyen Chanh Street and 0 I at Le Thanh Ton Street. lIowever, the number of toilets, equipments does not meet hygienic requirements. Like other schools, toilets were very old and not proper. The toilet ventilation devices have not been equipped, thus odor pollution occurs regularly. 1.2.8. Mai Xuan Thuong Secondary School School latrines were not properly and very old. The sanitation equipment is outdated and they can not no longer ensure for sanitary areas, which affecting students. The school has 1300-1400 pupils divided into two shifts, but there is only 01 toilets of 20m2. Thus the investment is necessary. 1.2.9. Huong Sen kindergartens Currently, the school has about 600 grandchildren. This is the model kindergartens, every room has a toilet indoor. However, there is not any toilet outdoor, causing many difficulties for the children in each class. 1.2.10. Khanh Hoa Vocational Center There are 0 I old toilet of 40m2. The sanitary equipments has been degraded, the light and ventilation conditions are bad. Therefore, it has bad smelt and polluted surrounding areas. When students and teachers were interviewed, they said they are very afraid of the smell of disinfectant when they come to toilets, but there is no way to avoid and they have to use it. Mter the operation, use, due to the objective and subjective reasons, some sanitation equipments have been deteriorated and can not be used anymore. Thus, they need to be repaired and re-built again. In some schools, toilets do not meet the proposal for new building. Specifically, the content of investment will be mentioned in the next section. 2. Brief Description on Component 5 - School Sanitation Programme 2.1.
