The main project accomplishments since Mid Term Review in June include: procurement and delivery of working and fire-fighting equipment for pilot Leskhozes; implementation of 4 contracts for fencing and soil preparation for plantation; approval of the National Forest Inventory (NFI) methodology and completion of two field tests and procurement of most of 12/17/2019 Page 1 of 7 Public Disclosure Copy The World Bank Implementation Status & Results Report Integrated Forest Ecosystem Management (P151102) the NFI equipment; procurement and delivery of computers to non-pilot Leskhozes; finalization of first phase of the Forest Management Information System (FMIS) and training of Lekhozes staff; hiring of several individual consultants to prepare forest code amendments, to conduct feasibility studies for tourism and agro-processing facilities and prepare a business plan for the proposed forest technology and business center; finalization and approval in principle of all municipal forest management plans and preliminary investment projects by the Consultative Coordinating Council (CCC); finalization of the environmental screening for all proposed subprojects and microprojects. Since MTR, a total of 25 contracts were signed (6 goods, 4 civil works and 15 consultants) and about US$ 0.5 million was disbursed. However there have been delays in finalizing the procurement for the detailed estimate designs for the strategic investments, which now will be finalized only mid March 2020. For this reason the strategic investment component and overall project implementation rating is downgraded to Moderately Unsatisfactory. Provided that these designs will be finalized by March 2020, the implementation rating may be upgraded. The WAVES technical assistance provided to National Statistics Committee (NSC) on forest accounts has been progressing very well and commendable coordination has been achieved with IFEMP activities of NFI and FMIS implemented by SAEPF. In October 2019 NSC approved the compilation of forest accounts and training plans for specialists prepared by the international consultant. It is expected that in February 2020, NSC will compile forest accounts for 2018 and final workshop to present these accounts will be organized with participation of Central Asian countries in March 2019. On tourism accounts, the international consultant has started his works with the assessment of the compliance of available data, methodology and technical documentation. Overall Comments PDO One of the recommendations of the MTR mission was the revision of the Results Framework. Despite the changes to the indicators were agreed and confirmed by the implementing agency, the targets can not be updated yet because accurate numbers will come from the detailed designs for the investments. The latter will be delivered only end of February - mid March 2020. Data on area restored by Leskhozes and the number of beneficiaries (institutions) under the project have been updated in line with the proposed revisions to the Results Framework.
